Professional certificates and certificates of professional qualification
Some professional activities require professional cards and certificates of professional qualification (installer, maintainer or authorized operator)
General Information
In order to be able to practice as a professional in certain activities subject to industrial or mining safety regulations, it is necessary to have the corresponding professional qualification that guarantees that said professional has the necessary theoretical and practical knowledge to be able to act as such.
Not all regulations contemplate the same ways of accreditation of professional qualification but, in general, we can talk about the following:
Theoretical-practical exam
To pass a theoretical-practical exam carried out by the competent body of the autonomous community (in some specific cases the previous passing of a theoretical-practical course taught by an accredited or recognized entity is required).
College degree
Have a university degree whose scope of competence, legal attributions or study plan covers the subjects covered by the corresponding Regulation.
FP degree / Professionalism certificate
Have a vocational training certificate or a certificate of professionalism included in the National Catalog of Professional Qualifications, whose field of competence coincides with the subject matter of the corresponding Regulation.
Professional competence
Having recognized a professional competence acquired by work experience, in accordance with the stipulated in the Royal Decree 1224 / 2009, of 17 of July, of recognition of the professional competences acquired by work experience, in the subjects object of the corresponding Regulation.
Certified entity certification
To have a certification granted by an accredited entity for the certification of persons, according to the provisions of Royal Decree 2200 / 1995, of 28 of December, which includes the pertinent matters of the corresponding regulation.
Professional qualification in another Member State of the European Union
Have recognized the professional qualification of low voltage installer acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, which incorporates the Spanish legal system Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, amending Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No. 1024/2012 on administrative cooperation through the Internal Market Information System (IMI Regulation).
In addition, in the specific cases indicated below, the applicable provisions require that those wishing to exercise their activity in any of the fields indicated, not only have the professional qualification mentioned above, but must accredit this situation to the competent Administration , who must expressly recognize the ability of professionals to practice this profession by issuing a card whose obtaining is a prerequisite to exercise it. The fields included in this modality and in which, therefore, the so-called professional card is required are the following:
- Thermal installations in buildings.
- Tower crane operator.
- Operator of self-propelled mobile cranes (categories A and B).
- Machinist and mining paddler.
In the Community of Madrid, the competent body to issue these cards is the General Directorate of Economic and Industrial Promotion, which is also in charge of conducting aptitude tests and granting the professional qualification certificates for passing the exam, necessary to accredit the situation indicated as a) in the previous paragraphs.

Instructions to take an exam
There are two alternatives in the access to the exams for the obtaining of the professional cards or the certificates of professional qualification of the regulated activities:
- Directly through the calls of the General Directorate of Economic and Industrial Promotion (calls of free turn).
- Through an accredited training entity to teach courses, in certain activities and the completion of the corresponding theoretical-practical exams in its dependencies, by the technicians of the General Directorate of Economic and Industrial Promotion.

Where to do the courses
In order to take the theoretical-practical exams, some industrial safety regulations require first passing some theoretical and practical training courses that can only be given by training entities that have been authorized to do so by the General Directorate for Economic and Industrial Promotion.
In the Community of Madrid, this requirement is currently applicable to the following activities: thermal installations in buildings; tower crane operators and self-propelled mobile crane operators.
In the rest of activities, the attendance and overcoming of the courses has a voluntary character.
However, it should be noted that the Community of Madrid has accredited a number of entities that, in addition to teaching the corresponding courses, have the ability to continuously assess those who attend their classes. Students of this type of entity can choose between:
- To be examined through the free turn calls made by the General Directorate of Economic and Industrial Promotion or
- Do it through the examinations that the General Direction carries out in the entity itself throughout the year.
In any case, although the number of calls that are made in the entities is greater than two, the number of times that a student can be examined per year studied is limited to two.
At present, there are entities accredited for this purpose in the following fields of action: gas installer, professional of thermal installations in buildings, operator of tower crane and operator of self-propelled mobile cranes.

Calendar of calls for specialties
During the 2023 year, the following free-time calls will be held. The term of the same marks the period of admission of applications to be presented to the corresponding examinations. The specific date for holding the first examination of each specialty is established by the Qualifying Court upon publication of the provisional list of admitted and excluded persons, and the same occurs with the date of the second examination.

Conservator of elevators
In accordance with the provisions of the supplementary technical instruction AEM 1 "Elevators" of the Regulation of lifting and handling equipment, approved by Royal Decree 88 / 2013, of 8 of February, the elevators can only be maintained by elevator conservators, who must to exercise his profession within a conservative company of legally qualified elevators.
Requirements
In order to carry out its activity, the elevator conservator must comply with and be able to accredit before the General Directorate of Economic and Industrial Promotion, when it so requires, one of the following situations:
a) Have a university degree whose field of competence, legal attributions or study plan covers the subjects covered by this supplementary technical instruction AEM 1 "Lifts" of the Regulation of lifting and handling devices.
b) Have a professional training qualification or a certificate of professionalism included in the National Directory of Professional Certificates, whose scope includes the subjects covered by this supplementary technical instruction AEM 1 "Lifts" of the Regulation of lifting and handling devices . c) Have recognized professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the subjects covered by this complementary technical instruction AEM 1 "Lifts" of the Regulation of lifting and handling devices, approved by the Royal Decree 88/2013, of February 8.
d) Have recognized the professional qualification of conservator of lifts acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, by which it is incorporated into the Spanish legal system Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, amending Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No. 1024 / 2012 on administrative cooperation through the Internal Market Information System (IMI Regulation).
e) Possess a certification granted by an accredited entity for the certification of persons by ENAC or any other National Accreditation Body designated in accordance with the provisions of Regulation (EC) No. 765/2008 of the European Parliament and of the Council, of 9 of July 2008, which establishes the requirements for accreditation and market surveillance related to the commercialization of products and which repeals Regulation (EEC) No. 339/93, in accordance with the UNE-standard. EN ISO / IEC 17024. b) Have a professional training qualification or a certificate of professionalism included in the National Catalog of Professional Qualifications, whose scope of competence coincides with the subjects covered by the ITC-AEM 1.
Industrial boiler operator
In accordance with the provisions of the Pressure Equipment Regulation and its complementary technical instructions, approved by Royal Decree 809/2021, of September 21, the second class, steam or superheated water boilers must be driven by an operator or industrial boiler operator.
Requirements
In order to carry out its activity, the industrial boiler operator must comply with and must be able to accredit before the competent Administration when it so requires in the exercise of its inspection, verification and control powers, one of the following situations:
a) Have a university degree whose field of competence, legal attributions or study plan covers the subjects that are the object of the complementary technical instruction ITC EP-1.
b) Have a professional training qualification or a certificate of professionalism included in the National Directory of Professionalism Certificates, whose scope of competence includes the subjects covered by the complementary technical instruction ITC EP-1.

c) Have passed an exam before the autonomous community on the minimum contents indicated in Annex II of the complementary technical instruction ITC EP-1.
d) Have recognized professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the subjects subject to complementary technical instruction ITC EP-1.
e) Have recognized the professional qualification of operator or industrial boiler operator acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, which is incorporated into the Spanish legal system Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, which modifies Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) n. 1024/2012 regarding administrative cooperation through the Internal Market Information System (IMI Regulation).
f) Possess a certification granted by an accredited entity for the certification of persons by ENAC or any other National Accreditation Body designated in accordance with the provisions of Regulation (EC) No. 765/2008 of the European Parliament and of the Council, of 9 of July 2008, which establishes the requirements for accreditation and market surveillance related to the commercialization of products and which repeals Regulation (EEC) No. 339/93, in accordance with the UNE-standard. EN ISO / IEC 17024.
All accredited entities for the certification of people who want to grant these certifications must include in their certification scheme an evaluation system that includes at least the contents indicated in annex II of the complementary technical instruction ITC EP-1.
g) To be in possession of an industrial boiler operator card that comply with the conditions established in the previous Regulation of Pressure Equipment, approved by Royal Decree 1244/1979, of April 4, as well as those that comply with the conditions that established the ITC EP 1 approved by Royal Decree 2060/2008, of December 12, and issued prior to the entry into force of the Regulation of pressure equipment approved by Royal Decree 809/2021, of September 21.

Installer or maintainer of thermal installations in buildings
In accordance with the provisions of Royal Decree 1027/2007, of July 20, which approves the Regulation of Thermal Installations in Buildings and its Technical Instructions, the assembly and maintenance of this type of facilities can only be carried out by those professionals who have a professional card for thermal installations in buildings, issued by the competent body of the Autonomous Community. In this regard, it should be remembered that the mere possession of the professional card for thermal installations in buildings does not entitle the interested party to carry out the corresponding activity, since for this they must belong to a legally established company.
Requirements
To obtain the professional card for thermal installations in buildings, individuals must prove, before the General Directorate for Economic and Industrial Promotion, the following conditions:
a) Be of legal age.
b) Have theoretical and practical knowledge about thermal installations in buildings: technical requirements on well-being and hygiene, energy efficiency, renewable energy and residual energy, and safety.
b.1 It will be understood that those who have the following situations have the following knowledge:
- Have a vocational training certificate or a certificate of professionalism included in the National Catalog of Professional Qualifications whose field of competence coincides with the subject matter of the Regulation of Thermal Installations in Buildings (RITE).
- Having recognized a professional competence acquired by work experience, in accordance with the stipulations of Royal Decree 1224 / 2009, of 17 of July, of recognition of professional competences acquired by work experience, in the subject matter of the aforementioned Regulation.
- Possess a certification granted by an accredited entity for the certification of persons, as established in Royal Decree 2200 / 1995, of 28 of December, which includes at least the contents of the RITE.
b.2 Applicants for the card who can not prove the situations required in section b.1, must justify having received and passed:
b.2.1 A theoretical and practical course of basic knowledge and another on specific knowledge in thermal installations of buildings, taught by an entity recognized by the competent body of the Autonomous Community, with the duration and content indicated in the RITE.
b.2.2 Evidence of work experience as a technician of at least three years in an installation or maintenance company.
c) Having passed an examination before the General Directorate of Economic and Industrial Promotion, regarding knowledge of the RITE.
In addition, applicants who are in possession of the official training certificate can obtain the professional card directly, by applying to the General Directorate for Economic and Industrial Promotion and without having to comply with the requirement of section c, by the procedure established by said body. professional or a certificate of professionalism included in the National Catalog of Professional Qualifications whose training content covers the subjects covered by the RITE or have recognized professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009 or have a certification granted by an accredited entity for the certification of people, as established in Royal Decree 2200/1995 that explicitly accredits said knowledge.
Technicians who have a university degree whose study plan covers the subjects covered by the RITE, can obtain the card directly, by applying to the General Directorate for Economic and Industrial Promotion and without having to meet the requirements listed in sections b and c, being sufficient with the presentation of a certified copy of the academic title.

Low voltage installer (basic category)
In accordance with the provisions of Royal Decree 842/2002, of August 2, which approves the Electrotechnical Regulation for Low Voltage and its Complementary Technical Instruction ITC-BT-03, low voltage electrical installations are carried out, maintained or repair by low voltage installers who must carry out their activity within a licensed low voltage installation company.
The current Electrotechnical Regulation for Low Voltage classifies, in its ITC-BT-03, installers in low tension in two categories: basic, with limited powers to the indicated in the section 3.1 of the aforementioned ITC, and specialist, which extends its field of attributions to all the aforementioned Regulation.
Requirements
To be able to work as a low voltage installer, the professional must comply with and be able to accredit before the General Directorate of Economic and Industrial Promotion when it so requires, one of the following situations:
a) Have a university degree whose field of competence, legal attributions or study plan covers the subjects covered by the Electrotechnical Regulation for low voltage, approved by Royal Decree 842/2002, of August 2, and its complementary technical instructions.
b) Have a professional training degree or a certificate of professionalism included in the National Repertory of Certificates of Professionalism, whose scope includes the subjects covered by the Electrotechnical Regulation for low voltage, approved by Royal Decree 842/2002, of 2 August, and its complementary technical instructions (see information note in the download area on the list of professional training titles and certificates of professionalism that are considered valid for these purposes).
c) Have recognized professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the areas subject to the Electrotechnical Regulation for discharge tension, approved by Royal Decree 842/2002, of August 2, and its complementary technical instructions.
d) Have recognized the professional qualification of low voltage installer acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, by which it is incorporated into the legal system Spanish Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, which modifies Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No. 1024 / 2012 regarding administrative cooperation through the Internal Market Information System (IMI Regulation).
e) Possess a certification granted by an accredited entity for the certification of persons by ENAC or any other National Accreditation Body designated in accordance with the provisions of Regulation (EC) No. 765/2008 of the European Parliament and of the Council, of 9 of July 2008, which establishes the requirements for accreditation and market surveillance related to the commercialization of products and which repeals Regulation (EEC) No. 339/93, in accordance with the UNE-standard. EN ISO / IEC 17024.
Therefore, since mid-2010 (the date on which the modification of Royal Decree 842/2002, of August 2, and its Complementary Technical Instructions came into force), the profession can no longer be accessed through an examination carried out by the General Directorate of Economic and Industrial Promotion.
Low voltage installer (specialist category)
In accordance with the provisions of Royal Decree 842 / 2002, of 2 of August, which approves the Electrotechnical Regulation for Low Voltage and its Complementary Technical Instruction ITC-BT-03, low voltage electrical installations are carried out, maintain or repair by low voltage installers, who must develop their activity in a qualified low voltage installation company.
The current Electrotechnical Regulation for Low Voltage classifies, in its ITC-BT-03, installers in low tension in two categories: basic, with limited powers to the indicated in the section 3.1 of the aforementioned ITC, and specialist, which extends its field of attributions to all the aforementioned Regulation.

b) Have a professional training degree or a certificate of professionalism included in the National Repertory of Certificates of Professionalism, whose scope includes the subjects covered by the Electrotechnical Regulation for low voltage, approved by Royal Decree 842/2002, of 2 August, and its complementary technical instructions (see information note in the download area on the list of professional training titles and certificates of professionalism that are considered valid for these purposes).
c) Have recognized professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the areas subject to the Electrotechnical Regulation for discharge tension, approved by Royal Decree 842/2002, of August 2, and its complementary technical instructions.
d) Have recognized the professional qualification of low voltage installer acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, by which it is incorporated into the legal system Spanish Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, which modifies Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No. 1024 / 2012 regarding administrative cooperation through the Internal Market Information System (IMI Regulation).
e) Possess a certification granted by an accredited entity for the certification of persons by ENAC or any other National Accreditation Body designated in accordance with the provisions of Regulation (EC) No. 765/2008 of the European Parliament and of the Council, of 9 of July 2008, which establishes the requirements for accreditation and market surveillance related to the commercialization of products and which repeals Regulation (EEC) No. 339/93, in accordance with the UNE-standard. EN ISO / IEC 17024.
Therefore, since mid-2010 (the date on which the modification of Royal Decree 842/2002, of August 2, and its Complementary Technical Instructions came into force), the profession can no longer be accessed through an examination carried out by the General Directorate of Economic and Industrial Promotion.
Refrigeration installer
In accordance with the provisions of the Safety Regulation for refrigeration installations and its complementary technical instructions, approved by Royal Decree 552/2019, of September 27, refrigeration installations can only be made, put into service, maintained, repaired, modified and dismantled by qualified refrigeration professionals, who must practice their profession within a legally established refrigeration company.
Requirements
In order to carry out their activity, the qualified refrigeration professional must comply with and be able to accredit before the General Directorate of Economic and Industrial Promotion, when it so requires, one of the following situations:
a) Have a university degree whose field of competence covers the subjects covered by this Safety Regulation for refrigeration facilities.
b) Have a professional training qualification or a certificate of professionalism included in the National Directory of Professionalism Certificates, the scope of which includes the matters covered by this Safety Regulation for refrigeration facilities.
c) Have recognized a professional competence acquired by work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, of recognition of professional competences acquired by work experience, in the subjects covered by this Safety Regulation for refrigeration facilities.
d) Have recognized the professional qualification of a refrigeration installer acquired in another or other member states of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, which incorporates the Spanish legal system Directive 2013/55 / EU of the European Parliament and of the Council of November 20, 2013, amending Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No 1024/2012 concerning administrative cooperation through the Internal Market Information System (IMI Regulation).
e) Possess a certification granted by an accredited entity for the certification of persons as established in Royal Decree 2200/1995, of December 28, which approves the Regulation of the Infrastructure for Quality and Industrial Safety.
Gas installer (categories IG-A, IG-B or IG-C)
In accordance with the provisions of the Complementary Technical Instruction ITC-ICG 09 "Installers and gas installation companies" of the Technical Regulation for the distribution and use of gaseous fuels, approved by Royal Decree 919/2006, of July 28, gas installations they can only be executed, checked and repaired by gas fitters. In this regard, it should be remembered that meeting the requirements to be a gas installer does not entitle the professional to carry out the corresponding activity, since for this they must belong to a licensed gas installation company.
There are three categories of gas installers:
- Category A Gas Installer: Can carry out all the operations related to installations and appliances indicated in section 2.1 of the aforementioned ITC-ICG 09.
- Category B Gas Installer: Can carry out all the operations related to installations and appliances indicated in section 2.1 of the aforementioned ITC, with the limitations established for these installers in section 2.2 thereof.
- Category C Gas Installer: You can carry out the operations indicated in section 2.1 of ITC-ICG 09 relating to installations and appliances, only in individual reception facilities that do not require a project or change of gas family, with the limitations indicated for these installers in section 2.2 of the aforementioned ITC.
Requirements
In order to be a gas installer, the corresponding professional must comply with and be able to accredit before the General Directorate of Economic and Industrial Promotion, when it so requires, and for the corresponding category, one of the following situations:
a) Have a university degree whose field of competence, legal attributions or study plan covers the subjects covered by the technical regulation of distribution and use of gaseous fuels, approved by Royal Decree 919/2006, of July 28, and its instructions complementary techniques.
b) Have a professional training degree or a certificate of professionalism included in the National Directory of Professionalism Certificates, whose scope of competence includes the subjects covered by the Technical Regulation for the distribution and use of gaseous fuels, approved by Royal Decree 919 / 2006, of July 28, and its complementary technical instructions.
c) Having passed a theoretical-practical exam before the autonomous community on the minimum contents indicated in Annex 1 of this complementary technical instruction.
d) Have recognized a professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the areas subject to the technical regulation of distribution and use of gaseous fuels, approved by Royal Decree 919/2006, of July 28, and its complementary technical instructions.
e) Have recognized the professional qualification of a gas installer acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, by which it is incorporated into the Spanish legal system Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, amending Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No. 1024 / 2012 on administrative cooperation through the Internal Market Information System (IMI Regulation).

Informative note on List of professional certificates that are considered valid to prove compliance with the situation indicated in section 2.b) of the complementary technical instruction ICG 09 of the Technical Regulation of distribution and use of gaseous fuels, approved by Royal Decree 919 / 2006, from 28 in July, to develop the activity of «gas installer».
Operator of self-propelled mobile cranes
According to the provisions of the RD 837 / 2003, of 27 of June, which approves a new Complementary Technical Instruction MIE-AEM4 of the Regulation of lifting and maintenance equipment, referring to self-propelled mobile cranes, this type of equipment only they can be assembled and managed by an operator that meets the conditions established in Annex VII of said ITC and holds a card issued by the competent body, for which it is necessary to pass a theoretical and a practical exam on the matter and subsequently obtain the meat.
There are two categories of self-propelled mobile crane operators' licenses:
- Category A
- Category B
The exams to obtain this type of card are made only in accredited Authorized Centers.

Requirements
1. Be of legal age.
2. Have the necessary knowledge for the operation of the mobile crane.
3. Pass a medical exam on visual acuity, sense of orientation, balance and hearing acuity, and psychological aptitudes. In the event of failure to pass said examination, the center or the doctor who performs said examination must notify the Competent Body for Industry in their Autonomous Community.
For the accreditation of the knowledge required in section 2 above, one of the following ways may be chosen:
a) The concurrence of the following requirements:

c) Possess a certification granted by an accredited entity for the certification of persons by ENAC or any other National Accreditation Body designated in accordance with the provisions of Regulation (EC) No. 765/2008 of the European Parliament and of the Council of 9 of July 2008, which establishes the requirements for accreditation and market surveillance related to the marketing of products and which repeals Regulation (EEC) No. 339/93, in accordance with the UNE- EN ISO 17024.
All entities accredited for the certification of people who want to grant these certifications must include in their certification scheme an evaluation system that includes the minimum contents indicated in section 4 of this annex.
d) Have recognized the professional qualification of a self-propelled mobile crane operator acquired in one or other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of June 9, by which it is incorporated into the legal system. Operator of tower cranes
In accordance with the provisions of RD 836 / 2003, of June 27, which approves a new Complementary Technical Instruction MIE-AEM2 of the Regulation of lifting and maintenance equipment, referring to tower cranes for works or other applications, this Type of equipment can only be handled by a crane crane operator or tower operator who meets the conditions set out in Annex VI of said ITC and who has a card issued by the competent body, for which it is necessary to pass a theoretical and practical examination on the matter and subsequently obtain the card.

Machinists and miners paddlers

Installer of liquid petroleum products (categories I or II)
In accordance with the provisions of the Regulation of Petroleum Installations, approved by Royal Decree 2085/1994, of October 20, and in its Complementary Technical Instruction MI-IP05, approved by Royal Decree 365/2005, of April 8, the execution and the maintenance of liquid petroleum products facilities (except, once the facility is commissioned, the performance of these operations within confined spaces) can only be carried out by liquid petroleum products installers.
There are two different categories of PPL Authorized Installers:
- Category I: that can carry out, modify and maintain hydrocarbon facilities of classes C and D, with a storage limit of 10.000 liters, but once the installation is put into operation, in no case can they access any of the confined spaces .
- Category II: that can carry out, modify and maintain hydrocarbon facilities of classes B, C and D without storage limit but, once the installation is put into operation, in no case can they access any of the confined spaces.
Requirements
In order to exercise as such, the PPL installer in its different categories must carry out his activity within an authorized PPL installation company and must comply with and be able to accredit before the General Directorate of Economic and Industrial Promotion, when it so requires and for the corresponding category, one of the following situations:
a) Have a university degree whose field of competence, legal attributions or study plan covers the subjects covered by the Regulation of oil installations, approved by Royal Decree 2085/1994, of October 20, and this complementary technical instruction.
b) Have a professional training qualification or a certificate of professionalism included in the National Directory of Professionalism Certificates, whose scope of competence includes the matters covered by the Regulation of oil installations, approved by Royal Decree 2085/1994, of 20 October, and this supplementary technical instruction.
c) Having passed a theoretical-practical exam before the autonomous community on the minimum contents indicated in appendices II, III or IV, as appropriate, of this complementary technical instruction.
d) Have recognized professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the areas subject to the Regulation of oil installations , approved by Royal Decree 2085/1994, of October 20, and this complementary technical instruction.

Repairer of liquid petroleum products (category III)
In accordance with the provisions of the Regulation of Petroleum Installations, approved by Royal Decree 2085/1994, of October 20, and in its Complementary Technical Instruction MI-IP05, approved by Royal Decree 365/2005, of April 8, the repair and the maintenance of liquid petroleum products storage facilities (expanding its field of activity to all operations that need to be carried out within confined spaces), can only be carried out by liquid petroleum products (PPL) repairers.
The repairers of PPL have reserved the specific operations indicated in section 3.4 of said ITC, that is, activities of repair of the installation in the confined enclosures, in the interior of the tank manholes, degassing, cleaning and repair of the tanks. and pipelines, preparation of the installation for carrying out the tests of tightness to the tank and to the pipes and execution of these, after the start-up of the installation. Among these specific operations are those necessary to put out of service the storage tanks for liquid petroleum products, regulated in detail in the Complementary Technical Instruction MI-IP06 of the Regulation of Petrol Facilities, approved by Royal Decree 1416 / 2006, of 1 December.
Requirements

High voltage installer
In accordance with the provisions of Royal Decree 337 / 2014, of 9 of May, which approves the Regulation on technical conditions and safety guarantees in high voltage electrical installations and its Technical Complementary Instructions ITC-RAT 01 to 23, The high voltage installer must develop his activity within a qualified high voltage installation company.
Installers and high voltage installation companies are classified in the following categories:

Installers and installation companies are classified in the following categories:
- LAT1: For overhead or underground high-voltage lines up to 30 kV.
- LAT2: For high voltage underground or overhead lines without voltage limit.

1.º Have a university degree whose study plan covers the subjects covered by this Regulation, for which it accredits their qualification.
2. Have a professional training qualification or a certificate of professionalism included in the National Repertory of Professionalism Certificates, whose scope of competence includes the subjects covered by these Regulations, for which they certify their qualification.
3.º Possess a certification granted by an accredited entity for the certification of persons by ENAC or any other National Accreditation Body designated in accordance with the provisions of Regulation (EC) No. 765/2008 of the European Parliament and of the Council, of July 9, 2008, which establishes the requirements for accreditation and market surveillance related to the commercialization of products and which repeals Regulation (EEC) No. 339/93, in accordance with the UNE standard -EN ISO / IEC 17024.
All entities accredited for the certification of people who want to grant these certifications must include in their certification scheme an evaluation system that includes the minimum contents indicated in Annex IV of these Regulations.
4.º Having taken advantage of a training course that includes the minimum contents indicated in Annex IV of these Regulations, given by entities authorized by the competent body in matters of industry of the corresponding Autonomous Community.
5.º Having recognized a professional competence acquired through work experience, in accordance with the provisions of Royal Decree 1224/2009, of July 17, on the recognition of professional skills acquired through work experience, in the subject matter of this regulation.
6.º Have recognized the professional qualification of a qualified operator for the installation and / or maintenance of fire protection acquired in one or more other Member States of the European Union, in accordance with the provisions of Royal Decree 581/2017, of 9 December June, which incorporates into the Spanish legal system Directive 2013/55 / EU of the European Parliament and of the Council, of November 20, 2013, which modifies Directive 2005/36 / EC on the recognition of professional qualifications and Regulation (EU) No. 1024/2012 on administrative cooperation through the Internal Market Information System (IMI Regulation).
7.º The workers who provide or have provided services as qualified personnel in the installation and / or maintenance for each of the systems for which the authorization is requested for at least 12 months, prior to the entry into force of this Regulation, may request certification accrediting the qualification before the competent body of the Autonomous Community where they reside. The justification for this experience will be made with the following documents:
