1 How should the applications and the rest of the documentation be presented?
Applications will be submitted electronically, together with the documentation that must accompany them, in the Electronic Registry of the Community of Madrid, which can be accessed through the following link: https://sede.comunidad.madrid as well as in the remaining electronic records of the General State Administration, the Autonomous Communities, the Entities that make up the Local Administration or the institutional public sector.
To submit the application by electronic means, it is necessary to have one of the recognized or qualified Electronic Certificates of electronic signature, which are operational in the Community of Madrid and issued by providers included in the "Trusted list of security service providers". certification" or any other electronic signature system that the Community of Madrid considers valid under the terms and conditions that are specifically established for each type of signature.
To present documentation and answer any communication from the Administration, it will be necessary to be informed of high in the "Telematic Notification Service of the Community of Madrid (NOTE)”. 2 Can you send the documentation in several files?

3. What is the deadline for submitting applications?
The term will be one month from the day following publication of the extract of the call in the Official Gazette of the Community of Madrid.
4. Is the submission of applications and documentation for a physical record allowed?
No.

5 How are notifications received during the processing of the aid?
To present documentation and receipt of any communication by the Administration it will be necessary, in addition to the DNIe, be given high in the "Telematic Notification Service of the Community of Madrid (NOTE)” available at the electronic headquarters of the Community of Madrid https://sede.comunidad.madrid
6. What does the aid consist of?
The aid will consist of subsidies from the ninety percent (90%) of the approved and accepted budget by the General Directorate of Commerce and Consumption, excluding all kinds of taxes and a maximum aid limit per beneficiary of twenty-five thousand euros (25.000 €).
7. Is there a maximum application limit for eligible actions?
Yes. In the event that own personnel expenses are allocated, the maximum application amount for this concept will be thirty thousand euros (30.000 €) per person hired.
In the event that consultancy expenses addressed to retail businesses are attributed, the maximum eligible expense ceiling per establishment will be nine hundred euros (900,00 €), taxes included.
8. Is it necessary to make a minimum investment in relation to the eligible expenses?
Yes. The minimum investment corresponding to the expenses that are considered eligible must reach, excluding all types of taxes, the following amounts according to the territorial scope of the action that is the object of the subsidy:
- At the municipal level or below it: one thousand euros (1.000,00 €).
- Supramunicipal scope: three thousand euros (3.000,00 €).
9 Can a multisectoral association obtain help?
Yes, as long as the majority of the associates, understanding by such at least half plus one, develop an activity within the groups 64, 65 and 66 of the Tax on Economic Activities.
In the case of associations multisectoral, being understood by such all those that group diverse professional sectors, the commerce sector must represent at least 30% of the total of the natural and legal persons represented in said association.
10. What is the eligible period?
It is the period between January 1 and October 15, 2023, being necessary that the imputed expenses have been effectively paid and justified prior to the end of the justification period.
Notwithstanding the foregoing, invoices and proof of payment corresponding to expenses incurred will be accepted, at most in the two months prior to the start of the eligible period, provided that they come from preparatory actions that must necessarily be carried out prior to the main event. which must always be carried out during the eligible period.
The justification term will be indicated with the notification of the Concession Order. (See point 14).
11 What is the minimum number of participating merchants to get help?
The minimum number of participating commercial establishments, that is, points of sale, it will be 15, being a requirement essential that each and every one of them have the address of your activity in the Community of Madrid.
12 Can the submitted project be modified?
The presented project has binding character. The cambios that occur (changes of suppliers, modification of dates of celebration of activities, etc.) must be communicated to the General Subdirectorate of Commercial Entities and Promotion (Email: promotioncomercio@madrid.org) in advance to the realization of them, and be authorized by this Subdirectorate. Otherwise, the modified concept will not be subsidized.
13. Is it possible to subcontract the subsidized activities?
Yes. The beneficiary may fully subcontract the activity that constitutes the object of the subsidy in accordance with the provisions of article 29 of Law 38/2003, of November 17, general on Subsidies.
14 When is the expense justified?
The documentation must be provided before October 31 of the year of each call, or within the period indicated in the notification of the aid granting order, if said notification is made after the indicated date.
The justification of the aid can be done from la notification of the Concession Order, until the day indicated in said Concession Order.
15 How is it justified in the case of payment by check?
Payment by bank check is justified with the effective outflow of funds of the association's banking entity, being necessary to provide the bank receipt corresponding, not being sufficient the presentation of the copy of the issuance of the check.
16 What happens if the total cost of the project presented in the application is not justified?
Then the grant awarded will be reduced by adjusting its amount to effectively justified investments.
17. Do the associations have to notify the resignation of the subsidy, once granted, in case of not being able to execute the project?
Yes. In case of not being able to carry out the subsidized activity, the association must communicate by Electronic record of the Community of Madrid, letter of resignation to the aid granted, explaining the reason or reasons for it.
Aid to support and promote competitiveness and modernization of trade through digital and sustainable transformation (PRTR- NEXT GENERATION EU)
The purpose of these grants is finance investment projects with technological, innovative and sustainable content that, presented by SMEs in the commercial sector, either individually or through their associations, affect the management of its commercial activity and its business model, guaranteeing your adaptation to new consumption habits, sales modalities, positioning and distribution.
Specifically, the aforementioned projects to be financed will promote, through digitization, the development of digital and data infrastructures, digital innovation groups and centers, and the implementation of open digital solutions.
They are established two support lines:
a) Line aimed at small and medium-sized companies and individuals who own individual companies in the commercial sector.

In the case of projects that, at the time the application is submitted, have not been executed, advance payment of the aid may be requested, stating it expressly in the application in the section enabled for this purpose.
7. Is it necessary to make a minimum investment in relation to the eligible expenses?
Yes. The minimum investment corresponding to the expenses that are considered eligible must reach, excluding all types of taxes, the amount fifteen thousand euros (€15.000)
8 Can a multisectoral association obtain help?
Yes, understanding as such all those that group various professional sectors, as long as the trade sector represents at least 30% of the total of the natural and legal persons represented in said association with activity can be classified in the CNAE 2009 codes 45, 46 and 47.
9. What is the eligible period?
For the projects that are presented under the 2023 call, it is the period between the January 1 and October 16, 2023, being necessary that the imputed expenses have been effectively paid and justified before the end of the justification period. (see error correction in BOCM April 27, 2023)
The justification term will be indicated with the notification of the Concession Order. (See point 13).
10 Can the submitted project be modified?
The presented project has binding character. 11. Should I keep the investment made for a specific period of time?
Yes. The subsidized assets and investments must be maintained for a period of 5 years after the grant was awarded or during its useful life.
12. Is it possible to subcontract the subsidized activities?
Yes. The beneficiary may fully subcontract the activity that constitutes the object of the subsidy in accordance with the provisions of article 29 of Law 38/2003, of November 17, general on subsidies.
