The IRSST promotes a technical advice program on occupational risk prevention to local entities
The Regional Institute of Safety and Health at Work of the Community of Madrid (IRSST) is the public entity that manages the safety and health policy at work in our autonomous community, both in the Public Administrations and in the business sectors implemented in our community.
Within the framework of the VI Master Plan for Occupational Risk Prevention of the Community of Madrid 2021-2024, the need for the IRSST to play a proactive role in promoting the prevention of occupational risks at all levels is established.
In particular, it defines the need to carry out coordination actions with Madrid city councils. In this sense, it is essential to continue increasing and improving collaboration and coordination with local administrations in general and especially with those that have less than 20.000 inhabitants in their municipalities.
In order to promote the role of the IRSST both in the field of occupational risk prevention and in the territory as a whole, the IRSST has been developing a project since 2022 to promote the prevention of occupational risks in the territorial scope of the Community of Madrid.
To do this, you are subscribing collaboration agreements with Madrid city councils for the development of specific activities regarding the prevention of occupational risks in municipally owned workplaces.

Objectives
This project seeks to provide local entities in the territorial area of the Community of Madrid, especially those with lower economic and management capacity, with advice on occupational risk prevention in such a way that they improve the working conditions of their workers. Prioritizing actions in those municipalities that present less favorable accident data, for which a characterization of the state of accidents in their municipality will be carried out.
In this way, it strengthens relations with local administrations by establishing a quick and direct communication channel with the municipalities of the region that allows the exchange of information in the field of their interests.
What is?
- In advising and providing technical support for compliance with regulations on occupational risk prevention in relation to personnel serving local entities.
- In promoting stable collaboration mechanisms between the IRSST and local entities for the execution of preventive actions, adapted to their territory, and their social and economic reality.
- In strengthening the role of the IRSST both in the field of occupational risk prevention and in the territory as a whole.
Recipients
The recipients of the actions of this project for the territorial implementation of occupational risk prevention will be all the town councils of the Community of Madrid, with priority for those municipalities with less than 20.000 inhabitants, without prejudice to acting in any Town Council that requests it to carry out preventive technical assistance actions. To date, more than 20 agreements have been signed, which confirms the magnificent reception by local entities.
Benefits
Under these agreements, town councils benefit from:
- Technical support from qualified and experienced IRSST professionals at no financial cost to the city council.
- Technical advice on ORP matters by the IRSST, and with particular interest in:
- Management of occupational risk prevention in the organic structure of the Municipal Administration and its dependent entities.
- Prevention management in the contracting of supplies or services by the city council.
- Compliance with the provisions of Law 7/2022, of April 8, on waste and contaminated soils for a circular economy (census of facilities and sites with asbestos, as well as planning for its removal).
- Individualized attention to specific needs of the city council in matters of ORP.
- Preferential access to the offer of free training courses organized by the IRSST.
- Access to subsidies for ORP actions, both to the city council and to companies in the municipality.

Lines of action
The actions that may be carried out in each municipality may be:
- Provision of an institutional email to centralize all communications by the town councils.
- Advice and support in the preventive management system of town councils.
- Advice to adopt the gender perspective in the prevention of occupational risks.
- Advice and support in occupational road safety.
- Advice on psychosocial risks, particularly on Psychosocial Intermediation Protocols.
- Advice on temporary events when considering the Town Councils as promoters of them.
- Answering queries and making training, teaching and editorial resources available.
