Digital Factory

A new public-private collaboration space for the Digital Transformation of the Community of Madrid

This project redefines the contracting strategy of the Community of Madrid, through the adoption of a Framework Agreement, which facilitates and streamlines the relationship with all those companies in the technology and digital sector - large corporations, SMEs and startups - that want to participate in the process of digitization of the Public Administration. The Digital Factory will be a fundamental lever of the new Digital Innovation Center, “Digitaliza Madrid”, which will be located in Madrid Digital and will be a space for public-private collaboration with the aim of promoting innovation and the digital strategy of the region.

What is the Digital Factory?

The Digital Factory is the response of the Community of Madrid to continue adapting to a new citizenry and increasingly digital companies. It was born with the vocation of incorporating all the talent, innovation and technological capabilities to accelerate Digital Transformation

What is a Framework Agreement?

It is a form of technical rationalization of public procurement.
It consists of presetting a series of conditions or terms that will be common to all contracts based on that framework agreement.

What does this Framework Agreement allow?

It allows to homologate several companies for different types of services that are going to be needed
It simplifies the processes for awarding contracts, because companies are "pre-classified"
It allows many companies to have the option of being awarded contracts

What companies can participate?

The Digital Factory will be open to large technology and consulting companies, but also to small and medium-sized companies in the sector, including entrepreneurs and startups.

What phases does the Framework Agreement follow?

AWARD OF THE FRAMEWORK AGREEMENT: "homologation" of the companies to be awarded, the solvency and the award criteria of the Framework Agreement are evaluated
CLASSIFICATION: classification in each one of the typologies of each one of the lots based on the services offered
INVITATION TO BASED CONTRACTS (CB): In each based contract, the corresponding companies will be invited to participate according to the invitation criteria
AWARD BASED CONTRACTS (CB): award of contracts based on the Framework Agreement that will be launched from MD, contracts with which the companies will develop the projects of the Factory

What is necessary to be awarded?

Company solvency: both economic and technical solvency is necessary
Award criteria for the Framework Agreement: price offered for the identified profiles, commitment of 100 hours of training
Classification criteria: The difference between consulting and factory are criteria such as the score, the availability of centers of excellence, the number of similar projects, etc.
Invitation criteria: are calculated based on the amount of the contract based and rotation criteria are applied
Contract award criteria based on: differs between price and technical quality, the latter will have much more weight than the former

What premium in the award?

The specialization of companies will prevail over other criteria such as price. The price is not the determining factor, other aspects of the quality of the offers are more relevant

What happens if I don't get approved?

Not being approved means not participating in the Factory. The Framework Agreement has been designed to facilitate the approval of all companies that are interested in being part of the Factory

How long does this Framework Agreement last?

The duration of the Framework Agreement is expected to be for the next 4 years
