Local, social and educational development. At the La Cabilda site
A consolidated program that involves citizens
The enhancement of the Archaeological remains of the La Cabilda Site emerges as one of the projects with the highest priority (79 points) in the participatory process of the Tourism Quality Table undertaken by the Hoyo de Manzanares City Council in 2013 and in in which different sectors of the municipality were represented through the participation of more than 40 people linked to the associative, business, political and technical fabric of the municipality.
Since then, where the project was defined as Conditioning and signaling of the archaeological remains of Hoyo de Manzanares, substantial progress has been made, always in terms of identity and carrying out the development of 8 excavation campaigns, consolidation of structures, exhibitions, conferences, adaptation of itineraries and linking the site to comprehensive projects in the municipality.
In this evolution, strategy and planning have been fundamental with the vision of working to achieve a cohesive territory in which identity and heritage values constitute the axis of the territory itself, as well as strengthening respect for local identity. , to its connection with the natural, cultural and social patrimony.

Description:
It is a project of social cohesion and that wants to develop the identity of the town, where nature, culture and local development come together, through the neighbors.
Objectives
- Promote, in tourist and/or cultural terms, the natural and cultural heritage resources towards an impact on the local economy, also working from the aspect of tourist quality.
- Promote citizen participation in this process, giving not only a voice, but also responsibility, to the social agents involved.
- Promote synergies that materialize in the configuration of networks, networks whose strength can have a direct impact on the territory and its management, thus creating new opportunities. As well as creating synergies with different social and business actors from Hoyo de Manzanares and the Sierra de Guadarrama region.
- Favor local development models in which "governance" and "new administration" criteria are incorporated in order to favor different local development models, as well as initiatives from the perspective of the sustainable development objectives of the 2030 Agenda.
- Contribute to the scientific knowledge of the medieval settlement in the surroundings of the Sierra de Guadarrama through archaeology.
- Contribute to the dissemination of the Heritage Education Plan of the Community of Madrid, of the General Directorate of Cultural Heritage through the Archaeologists for a day program.
Enhancement of the site, of the cultural heritage, with a comprehensive vision, not only cultural, but also taking into account participation, socio-economic development and enhancement of the cultural resource.
Development
Heritage research and conservation:
- Eight excavation campaigns, consolidation of structures.
- Collaboration of stonemasons who worked in the municipality in the 50s to help archaeologists understand the stonemasonry techniques used at the site.
- Publication by the Community of Madrid, in 2022, of the book The Visigothic church of the Cabilda by Jorge Morin de Pablos.
Citizen participation, training and education:
- Opening of the annual excavation campaigns developed under the concept of public archaeology, incorporation and training of interested volunteers.
- Enrichment of the associative fabric, with the creation of the El Ponderal Cultural Association in 2014, formed by the first volunteers in the excavation campaigns. Since its creation, it has incorporated numerous members and has developed research work and projects aimed at enhancing the historical and cultural heritage of the town, beyond the archaeological remains of La Cabilda.
- Participate 2030. The Hoyo de Manzanares City Council has started a new participatory process "Participate 2030" linked to the 2030 Agenda and through which it is intended to conclude with a participatory comprehensive development plan for the municipality in which La Cabilda will be included.
- Collaboration agreement between the Complutense University and the City Council that incorporates the internships of archeology master's and degree students.
- Exhibitions, conferences.
Involvement of the local educational community:
- In each archaeological campaign, education and awareness activities are carried out at the school and at the Hoyo de Manzanares institute thanks to the collaboration of the management and teaching team of the centers with the City Council, the volunteers of the El Ponderal Association and the team of excavation.
- Participation in the Archaeologists for a Day program, aimed at family audiences, within the framework of the Heritage Education Plan of the Community of Madrid of the General Directorate of Cultural Heritage (since 2018).
Cultural tourism:
- Adaptation of itineraries and the linking of the deposit to projects of an integral nature in the municipality.
- Visigothic November. Municipal project created in 2018 aimed at creating new synergies with the business fabric in which the hospitality and craft sectors are involved, giving them specific training. The catering establishments reinterpret traditional gastronomy according to the techniques and food existing in the XNUMXth century and focusing on seasonal products. The artisans have created jewelry inspired by the objects found at the site.
A challenge remains how to transmit, how «socialize» the project among the neighbors, interpretation tools are needed.
