Temporary employment exchanges in Administration and Services

At present, the job exchanges managed by the DG for Public Administration are not permanently open, so job offers are only offered for labor personnel to those who already appear in the exchanges resulting from the selection processes or calls that in their time will be published.

To do this, you simply have to request it by attaching the cessation diligence by any of the following ways:

- Through Electronic Registration to the DG Public Function, if they have a digital signature,

- by email to mailbox: laborbags@madrid.org

The deadline for submitting dismissals is 3 business days for administrative categories and 5 business days for Group V of labor personnel (Control and Information Assistants and Service Assistants), bearing in mind that Saturdays are not considered business days. since the entry into force of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The deadline for submitting the supporting document is 3 business days for Administrative Assistants / Administrative Officers as established in the Resolution of September 11, 2002 of the General Directorate of Public Function (BOCM of September 23). Once the cause that prevented acceptance of the offer has ended (dismissal/medical discharge), the deadline for reincorporation to the corresponding job bank is also 3 business days. Being admissible the TEMPORARY CONTRACT or APPOINTMENT AS INTERIM PERSONNEL.

In Group V of labor personnel, the term to justify being working, both in temporary contracts and in appointments as interim personnel, or the fact of being ill, will be 10 calendar days in accordance with the Resolution of February 4, 2004 ( BOCM of February 17). Once the cause that prevented the acceptance of the offer has ended, the candidate will have 5 working days to be reinstated.

The bases by which both job exchanges are governed are published by Resolution of September 11, 2002 (BOCM of September 23). In them, the renunciation of a current contract is only admitted in two cases:

• Compliance with an inexcusable duty of a public nature (union work, designation as a member of a political party).
• Causes of force majeure appreciated as such by the Administration (for example, the CORONAVIRUS).

The resignation for a supposed improvement of employment is not a cause contemplated in the regulations, therefore, it would NOT be admissible and would suppose the exclusion of the corresponding job bank.

In accordance with the Resolution of February 4, 2004 (BOCM of February 17), only resignation would be admissible to access temporary contracts of a category with a higher salary level full Community of Madrid itself of labor personnel in any professional category of those regulated in the Collective Agreement of Labor Personnel,

Therefore, appointments as official, statutory personnel or any other contract in different Public Administration and in private companies are excluded.

In none of the exchanges managed by the DG for Civil Service is distance from the workplace admitted as a justified reason for resigning from a work contract.

Obviously, if it is not possible to access it by public transport, or if it does not allow to comply with the schedule established in the work center according to the information offered by the Regional Transport Consortium, the person is exempt from that job offer without being excluded. In this case, the reason for exclusion would not be because of the distance, but because of the impossibility of complying with the working day due to public transport, which must be duly justified.
