Industrial Plan of the Community of Madrid 2020-2025

Actions related to industrial development are the subject of the "Industrial Plan of the Community of Madrid 2019-2025". The plan includes an exercise of analysis, diagnosis, strategic reflection and planning of the actions of the Government in matters of Industrial Policy. In this way, this Plan fulfills one of the government's commitments and, more importantly, it is constituted as a guide to structure and coordinate the industrial promotion challenges of the different government areas involved. With it, it seeks to generate suitable conditions that reinforce the Madrid industrial ecosystem with a clear orientation towards increasing the competitiveness of our industries based on an orientation towards R+D+i, towards specialization, and towards internationalization, identifying and making profitable reference positions in global value chains.

The preferential application of the initiatives and instruments to small and medium-sized companies likewise becomes a substantial objective of the Plan, being aware that the growth of SMEs, towards a business model with high added value, is constituted as the most effective lever to achieve the objectives pursued.

This Plan must be understood as one more of the strategic planning instruments of the Government of the Community of Madrid, which is added to other previously approved Plans, Strategies and Reference Frameworks, with which it coincides in the general objective of ensuring for the sustainable growth and the creation of stable, high-quality employment for the region.

The Industrial Plan of the Community of Madrid 2020-2025 pursues the following global goals:

  • Increase the weight of industry in the regional aggregate GVA and improve its competitiveness.
  • Increase employment and its quality in the industrial sector.
  • Move towards a sustainable industry, respectful of the environment and aligned with the Circular Economy.
  • Increase the use of knowledge, new technologies, and digitization in the industry.
  •  Improve the international capacity of regional industrial companies.

Recipients

The Plan is aimed at all citizens, companies and institutions of the Community of Madrid. It contemplates measures and actions that affect all sectors involved in sustainable growth and quality employment.

Duration

The planning that is established has the horizon of the year 2025, in tune with the European industrial policy.

Strategic lines

The Plan presents 3 flagship initiatives:

  • Flagship Initiative 1: Sustainable and efficient industrial areas
  • Flagship Initiative 2: Additive Manufacturing Living Lab
  • Emblematic initiative 3: Support program for the creation and consolidation of industrial clusters/hubs

 

 

Diagnosis

Once the context of the Community of Madrid has been analyzed, the main characteristics of the industry of the Community of Madrid are identified, which will define, in turn, the selected industrial model.

1) Existence of a gap between training and industry needs.

2) Challenges in the absorption of knowledge from R+D+i by the industry.

3) Fragmentation of the industrial fabric and insufficient orientation towards collaboration.

4) Attraction of foreign industrial fabric based on a high-value industrial and service sector.

5) An internationalized industry and "something else" to join global value chains.

6) Consolidation of the cluster model.

7) Need for renovation of industrial and technological infrastructures and equipment.

8) Move towards energy efficiency and the circular economy.

9) Move towards a development model of digitization and Industry 4.0.

10) Coordination factors in governance.

The objectives of the Industrial Plan of the Community of Madrid 2020-2025 are the following:

1 objective:      Promote training and quality employment in the industry.

2 objective:      Increase competitiveness and growth based on R+D+i and improve the business system.

3 objective:      Facilitate the growth of SMEs and industrial collaboration.

4 objective:      Increase outward orientation and participation in global value chains.

5 objective:      Promote industrial estates and their competitiveness.

6 objective:      Accentuate the role of the administration as a catalyst of the industrial ecosystem.

Activities to develop

The 6 objectives will be carried out through 36 action instruments, among which are:

  • Preparation of a training program for employment in the industry, endowed with 120 million euros
  • A support plan for industrial companies in R+D+i developments, with 35 million
  • A support program for the digital transformation of industrial companies, with a budget of 30 million;
  • Actions to improve energy efficiency and self-consumption of the industry, with a budget of 30 million
  • A campaign for the modernization and improvement of industrial estates, which will have another 35 million.
  • Incentives for attracting, attracting and retaining talent
  • A program to encourage women's participation in the areas of industrial engineering and science
  • A new platform of business angels for priority industries
  • Programs for the growth of the size of SMEs and their internationalization.
