What is the SARA Network
The SARA Network (Application Systems and Networks for Administrations) is a set of communication infrastructures and basic services that connects the networks of the Spanish Public Administrations and European Institutions, facilitating the exchange of information and access to services.
It is aimed at any Public Administration and its purpose is to promote rationalization and savings in communications infrastructures by simplifying the sharing of services between Administrations.
The Community of Madrid facilitates access for Local Entities in its territorial area to the technological solutions offered by the SARA Network. For this, the corresponding Agreement to adhere to the Agreement for the mutual provision of electronic administration services is required.
This Agreement signed between the Community of Madrid and the Ministry of Finance and Public Administrations on November 3, 2014 with an initial duration of 3 years was extended, therefore its validity extends until November 3, 2020.
The local entities that prior to 2014 accessed the SARA Network must adhere to the aforementioned agreement. The steps to take are described in “how to manage access”.
The obligations assumed by the parties are described in the agreement. In no case does membership imply financial obligations.

The General Directorate of Digital Strategy will carry out the necessary actions to promote access to the technological solutions offered in the SARA Network, for this it acts as an information point for Local Entities on accessible services as well as for the management of membership in the SARA Network. agreement.

How access to SARA is managed
To request access to the SARA Network, the following procedures must be carried out:

Sometimes certain services available on the SARA network require a specific connection through VPN Site to Site.
In this case, the technical coordinator of the City Council must address a query to md_cau@madrid.org to request the procedure required to establish said connection.

Incidents in access or malfunction
In the event that there is a problem with the credentials that the Community of Madrid provides for access to the SARA Network or with access to the portal and navigation, the technical coordinator of the City Council can contact the service center to users writing to this account: md_cau@madrid.org.
If the incident refers to the availability of a service of the General State Administration or the availability of credentials (login/password) or authorization to access this service provided by the General State Administration, it will be forwarded to the body responsible for the service. However, if the problem is a total loss of service for all users, the Community of Madrid will send this incident to the corresponding service of the General State Administration.
