The Technical General Secretariat, under the direct dependence of the person holding the department, will exercise, throughout its scope of competence, the powers referred to in article 46 of Law 1/1983, of December 13, and other regional and regional regulations. , if applicable, state, that are applicable and in particular, the following:
a) The coordination of the administrative activity of all the bodies of the ministry and the institutional administration attached to it, as well as the communication for these purposes with the rest of the ministries of the Community of Madrid.
b) Advice and legal and technical assistance to the head of the department and its various bodies, without prejudice to the powers conferred on the General Attorney's Office of the Community of Madrid.
c) The implementation of the requests for mandatory reports, and the assessment and, where appropriate, transfer of the requests for optional reports to the General Attorney's Office of the Community of Madrid.
d) The study, promotion and coordination of the processing of draft laws and draft general provisions on matters specific to the ministry, as well as the issuance of the mandatory report. The study, and where appropriate, formulation of observations on the draft laws and draft general provisions prepared by other ministries. The study, coordination and elevation of matters that must be submitted to the Government Council or any of its delegated commissions, at the proposal of the department.
e) The proposal to publish provisions and administrative acts of the department in the OFFICIAL BULLETIN OF THE COMMUNITY OF MADRID or other official newspapers and in the portals and media required by current regulations.
f) The management of procedures derived from the protectorate of foundations whose purposes are related to the powers attributed to the department.
g) The coordination of conventional counseling activity. The deposit of agreements, agreements and protocols signed by the Ministry with other administrations or with public or private entities, without prejudice to the powers of the Ministry of the Presidency, Justice and Local Administration.
h) The processing and proposed resolution of the review of acts through administrative channels, and of the patrimonial liability files whose resolution corresponds to the head of the department, as well as the processing and proposed resolution of the resources whose resolution corresponds to holders of the Vice-Ministries.
i) The elevation to the head of the department of the proposed resolutions of the procedures mentioned in the previous letter that have been processed and prepared by the collegiate bodies and the other entities attached to or dependent on the department, as they affect matters that affect its scope of competence.
j) Relations with the jurisdictional bodies, coordinating both the transfer of the actions carried out within the scope of their powers by the general directorates and other management centers of the ministry, as well as the communication of the measures adopted by them in order to comply of the sentences and other judicial decisions that correspond to them.
k) The preparation and processing of the preliminary draft budget of expenses and income of the department; the coordination of the preparation of the budgets of the autonomous organizations and their consolidation with those of the ministry; the analysis and processing of budget modifications; the monitoring and control of subsidies granted by the department, when appropriate; monitoring the execution of the expenses and income budget; the processing of the department's expense files within the scope of the powers of the Technical General Secretariat, and the coordination and control of the year-end operations.
l) The preparation of the annual account of the department, as well as the coordination of the allegations to the draft annual audit of the Chamber of Accounts.
m) The coordination, monitoring and control of fixed cash advances and payments to be justified and extrabudgetary accounts of the department, as well as the processing of payments corresponding to the funds assigned to the General Technical Secretariat.
n) The promotion, organization and processing of the department's contracting files, as well as the management of any incidents related to said processing.
ñ) The management of the internal regime, the preparation and updating of the inventory of movable property and incorporeal property rights of the department and the monitoring, coordination and support of the property policy of the same, with the exception of special administrative properties and of the land assets and without prejudice to the powers in this matter of the Ministry of Economy, Finance and Employment.
o) The management and administration of the environmental information system of the department, when it is not attributed to another management center. The management, administration, custody and dissemination of the documentary collections and general publications thereof, without prejudice to the functions of the Autonomous Body OFFICIAL BULLETIN OF THE COMMUNITY OF MADRID, in order to commercial distribution and sale.
p) Organization and management of the central files of the ministry.
q) The functions attributed to the Ministry in matters of transparency of public activity, and ensuring compliance with advertising obligations, in the terms provided for in Law 19/2013, of December 9, on Transparency, Access to Public Information and Good Government, and in Law 10/2019, of April 10, on Transparency and Participation of the Community of Madrid, without prejudice to the functions attributed to the general directorate with powers in this matter. of transparency. The management of the department's staff, without prejudice to the powers of the Department of Economy, Finance and Employment.
r) The planning, analysis, assessment and processing of the proposals for rationalization of the organic and functional structure of the department, as well as the proposal for the preparation and modification of the list of jobs and budget template of the department. counseling.
s) The management and processing of payrolls, Social Security and mutual benefits of the department's staff, without prejudice to the powers of the Department of Economy, Finance and Employment.
t) The records and management of the administrative information services of the department and the management of the suggestions and complaints system, as well as the study, planning and determination of the priorities of the computer needs of the department, without prejudice to the powers attributed in these matters to the General Directorate of Citizen Services and Transparency and to the Agency for Digital Administration of the Community of Madrid.
u) The management of the department's trademarks, as well as the execution of acts and operations before the Spanish Patent and Trademark Office.
v) The exercise of powers relating to the Internal Audit Area of the paying agency, in accordance with the regulations of the Paying Agency of the Community of Madrid for expenses financed by European agricultural funds.
w) The coordination and promotion of the protection of personal data in the management centers and in the institutional administration assigned to the ministry.
x) The management and processing of authorizations regarding casinos, games and betting.
y) The control and inspection functions regarding casinos, games and betting.
z) The approval of the game material.
aa) The management of the Game Registry and the Record of Game Access Bans.
ab) The application of the sanctioning regime regarding casinos, games and betting. ac) The preparation of studies, reports and opinions on the matters and functions related to this article, or on the proposals formulated by
other administrative bodies that affect the subject of casino games, gaming and betting.
ad) The processing of administrative resources regarding casinos, games and betting.
ae) In general, the exercise of any other functions that, in matters of casinos, games and betting, are attributed by current legislation to the Community of Madrid and that do not correspond to other bodies.
