1. It corresponds to the General Technical Secretariat, under the direct dependence of the head of the ministry, and in general, the powers referred to in article 46 of Law 1/1983, of December 13, and other applicable regulations. .
2. In particular, the following apply:
a) Legal and technical advice to the head of the department and its different units, as well as the coordination of the latter, without prejudice to the powers attributed to other bodies.
b) The study, coordination and elevation of matters that will be submitted to the Governing Council or its commissions.
c) The processing and reporting of all draft regulatory provisions promoted by the management centers of the ministry, as well as the formulation of general provisions on matters within its jurisdiction or those attributed to the ministry that are not the responsibility of another management center.
d) The analysis, in collaboration with the competent management centers, of the draft laws and draft regulatory provisions of the Government prepared by other ministries that affect the scope of competence of this ministry.
e) The report, processing, coordination and monitoring of the conventional activity in the area of ​​responsibility of the ministry.
f) The processing and preparation of resolution proposals for administrative appeals filed against acts of the counseling bodies, ex officio review procedures, as well as claims for financial liability.
g) Relations with jurisdictional bodies.
h) The normalization and rationalization of the procedures and work processes of the department, without prejudice to the powers attributed to other bodies.
i) The administration, management and conservation of the assets and rights assigned to the department. The formation and updating of the inventory of movable property of the department.
j) The organization and management of the operation of the archive, registration, citizen service and internal regime of the ministry.
k) The management of the ministry's publications in official newspapers, as well as the coordination and monitoring of advertising, promotion, dissemination and announcements in other media, carried out by the different management centers of the ministry.
l) The standardization of contracting procedures and the development of instructions and guidelines on the matter, without prejudice to the powers of the department responsible for public procurement.
m) The processing of contracting files.
n) The functions that correspond to it as the managing body of the Executing Entity, in relation to the actions financed by the Recovery, Transformation and Resilience Plan, as well as the monitoring and support of projects financed by other types of European funds.
ñ) The preparation of the preliminary draft budget of the department, the monitoring of the approved budget, the processing of budget modifications and the coordination of year-end operations.
o) The coordination, processing and control of fixed cash advances and payments to be justified, as well as the processing of payments corresponding to the cash or funds assigned to the General Technical Secretariat.
p) The analysis, assessment and processing of the proposals for rationalization of the organic and functional structure of the department, as well as the proposal for the preparation and modification of the list of jobs and the budgetary template of the department.
q) The planning, control, management and resolution of matters related to the regime of the personnel assigned to the department, without prejudice to the powers of the higher bodies in personnel matters.
r) The coordination and promotion of the protection of personal data in all management centers of the ministry.
s) The functions attributed to the Ministry in matters of transparency of public activity and ensuring compliance with advertising obligations, in the terms provided for in Law 19/2013, of December 9, on Transparency, Access to Information Public and Good Government, and in Law 10/2019, of April 10, on Transparency and Participation of the Community of Madrid, without prejudice to the powers of the competent body in matters of transparency.
t) Any other functions that are necessary for the exercise of the powers of the department and are not attributed to other management centers of the same, as well as the powers that are expressly delegated or attributed to it.
