The Technical General Secretariat, reporting directly to the head of the Ministry of Culture, Tourism and Sport, will exercise, in general, the functions referred to in article 46 of Law 1/1983, of December 13, and other regional regulations. and, where appropriate, state applicable and, in particular, the following:
a) The coordination of the administrative activity of all the bodies of the Department and of the institutional administration attached to it, as well as the communication for these purposes with the rest of the Departments of the Community of Madrid.
b) Advice, legal and technical assistance to the head of the Ministry and the different units attached to it, as well as the coordination of the latter, without prejudice to the powers conferred on the General Counsel of the Community of Madrid. The materialization of requests for reports to the General Counsel of the Community of Madrid.
c) The knowledge and submission to the Governing Council or its Commissions of the files and draft provisions and agreements that will be submitted to said collegiate bodies at the proposal of the Ministry, as well as the formulation of proposals for general provisions on matters of their responsibility. competence or those attributed to the Ministry that are not the competence of another management center, and the proposal for the publication of administrative provisions and resolutions.
d) The study, coordination and impulse of the procedure of elaboration of norms proposed by the directive centers of the Ministry.
e) The analysis of the bills and draft regulations prepared by the other Ministries.
f) The proposed resolution of administrative resources and claims filed against provisions and acts whose resolution corresponds to the head of the Ministry, provided that it is not attributed to other bodies, including resolutions of claims for patrimonial responsibility.
g) The processing of files on expropriation, within the scope of the powers of the Ministry.
h) The processing of contracting files.
i) The preparation of the draft budget proposal and monitoring of its execution, and the processing of expense files.
j) Carrying out the material actions leading to the preparation of the annual account of the Ministry, as well as the coordination of the allegations to the preliminary draft of the annual audit of the Chamber of Accounts.
k) The organization and management of the general services and the internal regime, and of the records and information services.
l) Coordination, within the Ministry, of the information contained on the Web and the Transparency Portal, without prejudice to that attributed to other bodies.
m) The inventory and administration of the assets attached to the Ministry.
n) The creation, organization and management of the Ministry's central archives, as well as the responsibility for the management of documentary collections and the ordering and processing of administrative files, their filing and custody.
o) The study and prioritization of the information technology needs of the Ministry, the planning and coordination of actions for their satisfaction and the support and advice to the different bodies, without prejudice to the powers attributed to the Agency for the Digital Administration of the Community of Madrid.
p) The analysis, evaluation and processing of the proposals for the rationalization of the organic and functional structure of the Ministry, as well as the proposal for the elaboration and modification of the list of jobs and the budget template.
q) The management of the functions of the protectorate of the foundations attached to the Ministry.
r) The organization, control, management and resolution, including budgetary management, of matters relating to the personnel regime assigned to the Ministry, without prejudice to the powers attributed to other superior bodies in matters of personnel.
s) The coordination and promotion of the protection of personal data in all the management centers of the Ministry and in the institutional Administration attached to it.
t) Any other functions that are necessary for the exercise of the powers of the Ministry, not assigned to other management centers of the same.
