Cooperation and urban assistance to the municipality

The Community of Madrid is committed to respectful urban development of the rural world, as well as the harmonization of environmental protection with economic growth. To this end, it makes available to the Local Entities (Town Halls, Associations) with the smallest population in the Community of Madrid various lines of action in terms of cooperation and urban assistance to the municipality.

What is your main objective?

The Community of Madrid makes different lines of action available to Local Entities.

Its objective is to generate sustainable urban planning, compatible with promoting investment in our region, boosting the economy, generating employment and dealing with the problem of depopulation in the rural world of Madrid.

These lines of action are focused on municipalities with less economic and management capacity.

Among the various lines of action established by the Community of Madrid in terms of cooperation and urban assistance, available to Local Corporations, are available:

1. Promotion of the modernization of municipal planning that is still obsolete in our region

The Community of Madrid, aware of the need for municipalities to modernize their urban planning in municipalities with less than 15.000 inhabitants, wants to promote different actions of support and cooperation with the different municipalities of the Community of Madrid.

This cooperation is part of the content of article 123 of Law 2/2003, of March 11, on Local Administration of the Community of Madrid, according to which the Community will provide assistance to Local Entities. collaboration and cooperation that they require, especially in the case of entities with less economic and management capacity, and all this without prejudice to the fulfillment of the competences in the formation, processing and management of municipal planning, which corresponds to the municipal government bodies .

The aim is to generate the urban conditions that convert municipalities into attractive spaces for the implementation of activities that generate employment, facilitating population roots by providing the necessary public services and, ultimately, improving the quality of life of its neighbors by favoring sustainable growth. .

2. Subsidies for urban planning for municipalities with less than 15.000 inhabitants

The Community of Madrid, with the aim of attending to the unique circumstances of municipalities with up to 15.000 inhabitants, provides them with assistance for the drafting of general planning instruments, development, and their modifications, which facilitate their economic development and population rooting .

Through Agreement of July 9, 2019, of the Governing Council, the regulations governing the procedure for direct granting of these aids were approved, which have been modified by the Agreement of February 15, 2023, of the Governing Council (through the link you can access the consolidated text of recasting of both Agreements).

4. Advice to Local Entities with a smaller population on urban planning

Issuance of urban advisory reports related to planning documents in preparation, in any stage of processing prior to their final approval and, where appropriate, presentation of the file in the Registry of the competent Ministry in matters of urban planning for the purposes of its approval, if applicable, in accordance with art.62 of the LSCM.

To request this urban planning advice, the City Councils must only complete the application and attach those documents that they consider necessary. Once the request has been registered, the technical services of the General Sub-directorate for Cooperation and Urban Assistance to the Municipality will report on the purpose of the question raised.

5. Urban consultations

The urban consultations of the Local Entities with a smaller population to the General Directorate of Urbanism, (which must adhere to planning documents in preparation, in any state of processing prior to their final approval and, where appropriate, presentation of the file in the Registry of the Ministry responsible for urban planning for the purposes of its approval, if applicable, in accordance with article 62 of the LSCM) are implemented through the General Subdirectorate for Cooperation and Urban Assistance to the Municipality as a particularly agile and rapid aid.

This line of action is basically implemented through attention to urban planning consultation in person or by other electronic means.
