How I requested?

To submit the application and documentation online, through electronic registration, it is necessary to have an electronic DNI or one of the electronic Certificates recognized by the Community of Madrid.

regulatory standards
The Community of Madrid has approved the new regulatory standards for the promotion of zero emission mobility in the region by Agreement of the Governing Council of April 21, 2021.
Our regulatory standards have been published in the Official Gazette of the Community of Madrid (BOCM) on May 19, 2021.
The main novelties of the regulatory norms are the following:
- Improvements are introduced for:
- Facilitate the submission of applications to citizens.
- Speed up the processing of files.
- The vehicles subject to subsidy are extended:
- New line destined to subsidize the acquisition of electric motorcycles (categories L3e, L4e and L5e).
- The recipients of the aid are extended:
- SMEs (micro-enterprises) and the self-employed can submit up to 5 applications for the purchase of bicycles, mopeds and/or motorcycles.
- The technical requirements of the vehicles are simplified.
- Less requirements that can be accredited by means of a responsible declaration presented by the applicant.
What are the lines of these aids?
- Scrapping a vehicle without an environmental label from the DGT or over 10 years old to obtain a zero-emission environmental bonus:
- $1.250, convertible into kilometres, minutes or other costs, to consume in a maximum of 24 months in carsharing and motosharing companies adhered to the collaboration agreement signed between the Ministry of the Environment, Territorial Planning and Sustainability, the Business Association for the Development and Promotion of Electric Vehicles (AEDIVE) and shared mobility companies:

- Acquisition of new electric vehicles:
- Pedal bikes with pedal assistance: up to 50% of the purchase price (without accessories or taxes), with a maximum of 600 euros.
- Scooters: up to 50% of the purchase price (without accessories or taxes), with a maximum of 150 euros.
- Two-wheeled mopeds of category L1e-B: up to 50% of the purchase price (without accessories or taxes), with a maximum of 700 euros.
- Motorcycles of categories L3e, L4e and L5e: up to 50% of the purchase price before taxes, with a maximum of 1.000 euros.
Who are they addressed to?
- Physical persons, of legal age, residents in municipalities of the Community of Madrid. They can receive throughout the entire program:
- 1 help for the acquisition of 1 vehicle: bicycle, scooter, moped or electric motorcycle.
- 1 environmental bonus for the scrapping of a single vehicle.
- Self-employed professionals and micro-businesses (which employ less than 10 people and whose annual turnover does not exceed 2 million euros). They can receive throughout the entire program:
- Up to 5 helps for the acquisition of bicycles, mopeds or electric motorcycles.
What is the eligible period?
Purchased electric vehicles or scrapped passenger cars:
- The publication date of the regulatory norms in the BOCM until the date of end of the aid program (December 31, 2023).
- Between November 16th 2020 as well as the publication date in the BOCM of these regulatory standards.
What is the deadline for submitting applications?
- The period will be open throughout the entire aid program.
- Applications can be submitted from the day following the publication of the regulatory standards in the Official Gazette of the Community of Madrid (May 20th 2021), within a maximum period of three months from the date on which the vehicle purchase or scrapping tourism for which the aid is requested.
- In the case of vehicles purchased or scrapped between the November 16, 2020 and May 20, 2021, Applications can be submitted within a maximum period of three months from the day following the publication of the regulatory standards in the Official Gazette of the Community of Madrid (May 20th 2021).
What is the budget available for aid?
In 2021, a budget of € 2.000.000, to be distributed among all lines based on demand. (Order 861/2021, of April 22, of the Ministry of the Environment, Territorial Planning and Sustainability).
In the year 2022 the approved budget was 2.028.000 €. (Order 985/2022, of April 22, of the Ministry of Environment, Housing and Agriculture).

Bicycles with pedal assistance system
amount of aid
Up to 50% of the purchase price (without accessories or taxes), with a maximum of 600 euros.
Eligible period
Acquired pedal bike with assisted pedaling:
- The publication date of the regulatory norms in the BOCM (May 19th 2021) up to the date of completion of the aid program. Applications will be submitted from the day following the publication of the regulations in the BOCM (May 20, 2021), for a period of three months from the purchase of the bicycle.

- Pedal bike with pedal assistance, equipped with a auxiliary electric motor, with a maximum continuous rated power less than or equal to 250 W, whose power progressively decreases and finally stops before the vehicle speed reaches the 25 km/h or if the cyclist stops pedaling.

- Battery with a capacity equal to or greater than 248 Wh (watts / hour).
- Invoice price less than 4.000 euros (VAT included).

Zero emission mobility environmental bonus

Requirements of the applicant for the aid
- Natural persons:
- Be of age.
- Reside in a municipality of the Community of Madrid.
- Stay up to date with your tax obligations with the State Administration and against Social Security and not have debts in the executive period with the Community of Madrid.
- Not having obtained other aid granted by Administrations or public or private, national, European Union or international organizations for the same purpose.

- They may only request aid for the acquisition of an environmental bond for zero emission mobility throughout the entire program (in addition to aid for obtaining an electric vehicle (bicycle, scooters, moped or motorcycle)).
These documentary requirements will be verified by the Community of Madrid, unless the applicant opposes such consultation.
Deadline for submission of applications
The period will be open throughout the entire aid program. Applications can be submitted:
- From the day following the publication of the regulatory standards in the Official Gazette of the Community of Madrid (May 20th 2021), within a maximum period of three months from the date on which the vehicle purchase or scrapping tourism for which the aid is requested.
- In the case of vehicles purchased or scrapped between the November 16, 2020 and May 20, 2021, Applications can be submitted within a maximum period of three months from the day following the publication of the regulatory standards in the Official Gazette of the Community of Madrid (May 20th 2021).
Submissions
- They must be completed in the standard form for these grants.
