Professional qualifications for road transport
National and European regulations require a series of professional qualifications to perform certain functions in the field of professional road transport that are specified in a series of certifications, whose recognition and issuance the Community of Madrid exercises powers by delegation.
for drivers
For those who professionally carry out the transport activity as drivers within the European Union, both for goods and passengers, and are not in possession of a D, D1, D1+E or D+E permit prior to September 11, 2008 or C, C1, C1+E or C+E prior to September 11, 2009, they must obtain the certificate of professional aptitude (CAP).
This certificate certifies that the driver has passed the courses and exams required to obtain the initial driver qualification.

For transport entrepreneurs
For the exercise of the profession of road carrier, in order to meet the requirement of professional competence, the company must prove that it has at least one natural person who performs the functions of transport manager, who must be in possession of the certificate issued by the Administration that certifies their professional competence for the road transport of passengers or goods.

For the transport of dangerous goods
The regulations of the European Union imposed on companies that transport dangerous goods by road, rail or waterway or that carry out loading or unloading operations linked to said transport, the obligation to have at least one security adviser, in charge of contributing to the prevention of the risks that such activities imply for people, property or the environment. The certificates will accredit having passed an exam that empowers the interested party to exercise the functions of security adviser and will include the specialties to which they can choose to be examined. These specialties are classified according to the type of dangerous materials that are transported.

For drivers from outside the EU
For the driving of vehicles dedicated to the transport of goods or passengers by bus, whether public or private complementary, it will be necessary, in addition to having the mandatory administrative authorization for its provision, that when the driver of the vehicle is a national of a third country not belonging to the European Union that is accompanied by a driver's certificate.
The certificate must be requested by the company for which the driver works, even if his driving license has been issued by the Spanish authority.
