Dependence is the permanent state in which people find themselves who, for reasons derived from age, illness or disability, require the attention of another person or important help to carry out the basic activities of daily life.
The Law for the Promotion of Personal Autonomy and Care for Dependent People recognizes the right of citizens to promote personal autonomy and care for dependent people.
Requirements to be recognized in a situation of dependency
To be recognized in a situation of dependency and access the rights established by the Dependency Law, it is necessary:
- Needing the attention of one or more other people or important help to carry out the basic activities of daily living.
- Reside legally in Spanish territory and have done so for five years, of which two must be immediately prior to the date of submission of the application (with the exception of returned emigrants). For those under five years of age, the period of residence will be required of the person exercising their guardianship and custody.
- Reside in the Community of Madrid on the date on which the request for recognition of the situation of dependency is submitted.
- People who lack Spanish nationality will be governed by the provisions of Organic Law 4/2000, of January 11, in international treaties and in the agreements established with the country of origin. In the case of minors, the provisions of the Minor's laws will apply.
How to claim dependency

The procedure can be carried out electronically or in person, through the social services of the town hall where you are registered.
Subsequently, the General Directorate of Attention to the Elderly and Dependency will contact the interested party to set the day and time of the assessment.
How the valuation is carried out
To find out if a person is in a situation of dependency, the applicant is assessed, which is carried out by a professional assessor with a socio-health profile and specific training in the application of the Dependency Situation Assessment Scale (BVD).
The assessment is carried out at the applicant's habitual residence and is carried out taking into account the health reports, the environment in which they live, and, if any, the technical aids, orthoses and prostheses prescribed.
Applicants under 3 years of age are assessed by medical personnel at the Regional Center for Child Assessment and Coordination (CRECOVI), using the Specific Assessment Scale (EVE).
Older than 3 years.- For the assessment of people over 3 years of age, the instrument used is the Dependency Situation Assessment Scale (BVD), with which the person's ability to carry out the basic activities of daily life is assessed. (personal care, essential mobility, orientation, understanding and carrying out simple tasks...), as well as the need for support from another person.
Children under 3 years old .- In the case of boys and girls from 0 to 3 years old, the assessment is carried out by medical personnel in the Regional Child Assessment and Coordination Center (CREKOVI). The instrument used for the assessment is the Specific Assessment Scale (EVE), which measures the ability to perform certain activities (holding the head, standing up, walking alone, sucking, staring...). This assessment is not permanent, so ex officio reviews can be carried out every six months. As of 36 months, minors must be assessed again applying the BVD.
Degrees of dependency
The assessment allows to determine the degree of dependency of the applicant:
- Moderate dependence (Grade I): if you need support at least once a day to carry out certain basic activities of daily living (washing yourself, eating, shopping, etc.) or you need intermittent or limited support for your personal autonomy.
- Severe dependency (Grade II): if you need help to carry out several basic activities of daily living two or three times a day, but do not require the permanent support of a caregiver or have extensive support needs for your personal autonomy
- Great dependency (Grade III): if you need help several times a day or when, due to your total loss of physical, mental, intellectual or sensory autonomy, you need the indispensable and continuous support of another person or you need generalized support for your personal autonomy.
What help can I request?
Once the assessment has been made, the Individual Care Program (PIA) is drawn up, which establishes the most appropriate intervention modality for the care of the person, a service or an economic benefit, according to their needs and, provided that meets the specific requirements of the requested service or provision and the compatibility regime between them. It is important to bear in mind that, in general, all the services and benefits are incompatible with each other, except in the case of the prevention and promotion of personal autonomy, the telecare service and the home help and day care services. .
Economic benefits
It is an economic amount that is recognized to the beneficiary in order to:
- Contribute to the financing of the cost of a service, provided by a duly accredited center or private entity, when access to a public or concerted service (PEVS) is not possible.
- Contribute to the expenses derived from caring for the person in a situation of dependency at home. Due to its requirements, it is exceptional (PECEF).
- Contribute to the financing of the personal assistance contract, which facilitates access to education or work, as well as to a more autonomous life (PEAP).

The care services They aim to promote personal autonomy, as well as meet the needs of people with difficulties to carry out basic activities of daily life.
These services are accessed once the situation of dependency has been recognized and after being determined as the most appropriate intervention modality in the Individual Care Program (PIA), in accordance with the needs and preferences of the beneficiary.

Review procedures
People recognized as being in a situation of dependency can request a review of their degree of dependency, as well as their Individual Care Program (IAP), when they consider that there has been a considerable change in their health situation or their environment. The beneficiaries of a service or provision may also request a review of their economic capacity.
Transfer to another Autonomous Community
When a person who has initiated the application procedure for the recognition of dependency decides to change their residence to another Autonomous Community, they must notify the change of address sufficiently in advance, preferably before the competent regional body to which they submitted the application.
