PLAN FOR THE TRANSITION TOWARDS THE NEW NORMALITY. DE-ESCALATION AFTER THE END OF THE STATE OF ALARM

After the end of the state of alarm, the period called "New Normality" begins, which in the Community of Madrid is regulated by the Order 668/2020, of June 19, of the Ministry of Health, which establishes preventive measures to deal with the health crisis caused by COVID-19, whose fourth article establishes that the measures provided for in the Order may be completed by organizational protocols and guides adapted to each sector of activity, approved by the competent public administrations. Consequently, the General Directorate of Care for Persons with Disabilities of the Ministry of Social Policies, Family, Equality and Birth, together with the General Directorate of Social and Health Coordination of the Ministry of Health, establishes the following conditions and criteria for care centers residential and day care centers in this new phase of care activity, taking into account the specificities of each of the care networks and with the agreement of the General Directorate of Public Health:
- Phase 3: coordination protocol of the Ministry of Health and the Ministry of Social Policies, Families, Equality and Birth for socio-health centers
In the current situation of the pandemic, in which the Community of Madrid has evolved to Phase 3 of the Transition Plan towards a "New Normality", it is necessary to update the coordination protocols for the care of institutionalized social and health centers, which implies to Public Health, Socio-Sanitary Coordination, Primary Care, Social Policies and Hospital Geriatrics Services.
These protocols aim to establish common criteria during the Phase 3 in prevention, in the health care of infected patients and workers, as well as in the identification of close contacts and monitoring of infected people and contacts.

ACTIONS CARRIED OUT DURING THE STATE OF ALARM
- Public centers managed by the Madrid Social Care Agency
The General Directorate of Public Health of the Ministry of Health, together with the Madrid Social Care Agency, an autonomous body of the Ministry of Social Policies, Families, Equality and Fertility, have issued two procedures for prevention and action in cases of SARS infection -CoV-2 in the centers managed by that Agency where the elderly, people with intellectual disabilities, minors and vulnerable adults are cared for (May 11, 2020):

- Protocol for care for patients and families at the end of life during the COVID-19 pandemic in residences and other social-health centers (May 5, 2020), of the Ministry of Health, whose purpose is to provide humane and quality care to people who are in last-day care homes and their families, facilitating a process of saying goodbye to their relatives appropriate to the circumstances arising from the emergency situation caused by COVID-19.

PREVENTIVE MEASURES ADOPTED IN SOCIAL SERVICES CENTERS

Its activity is suspended, although, exceptionally, the Ministry of Social Policies, Families, Equality and Birth will determine the centers that must remain open to guarantee care for those elderly people who, due to their special situation of vulnerability, require specialized care that does not can be provided at home, as well as the requirements that these people must meet for their access to day care centers that remain open.
- Occupational centers for people with intellectual disabilities and early care social services for minors
Resolution, of March 11, 2020, of the General Directorate of Public Health of the Community of Madrid, by which measures are adopted in matters of public health in relation to the activity of occupational centers that provide care to people with intellectual disabilities and early care social services for minors, by which the exercise of activities in these centers and services is suspended, and it is recommended to avoid face-to-face care in day care centers for people with disabilities.
