STRATEGIC OBJECTIVE 3: GUARANTEE QUALITY SERVICES
In the territory of the Community of Madrid there are vulnerable areas in which action must be taken to avoid territorial imbalances, accentuating the risk of depopulation, environmental deterioration and loss of cultural and historical heritage due to lack of conservation and maintenance. Economic cooperation with municipalities needs to be intensified, favoring their revitalization by creating the conditions that make them attractive spaces for the implementation of job-generating activities.
Territorial Rebalancing Plan and fight against depopulation
In the 2022 annuity, the 2022 Plan for Territorial Rebalancing and Fight against Depopulation was approved with an authorized expenditure of 4.500.000 euros for its execution, which represents an amount three times greater than that approved in 2021:
- Aid to municipalities at risk of vulnerability, for municipalities with a population of less than 20.000 inhabitants.
- Aid to municipalities at risk of depopulation, for those municipalities with a population of less than 2.500 inhabitants.
Main actions carried out by the Town Councils with the financing of the Plan:
- Social issues
- Road infrastructure
- Municipal equipment and facilities
- Culture, leisure and sport
Bioeconomy actions to be developed in municipalities with special demographic difficulties
The Recovery, Transformation and Resilience Plan (hereinafter PRTR), approved by the Government of Spain, on April 27, 2021 defines the Spanish strategy for the period 2021-2023 to channel the funds allocated by Europe to repair the damage caused by the COVID-19 crisis and, through reforms and investments, build a more sustainable future.
- 965.322 euros allocated through the Agreement of the Sectoral Conference for the Demographic Challenge
- Actions of component 4 "Conservation and restoration of ecosystems and their biodiversity"
Project "Take care of me"
“Cuídame” pilot project whose purpose is to create a care network in the municipality for non-dependent elderly people residing in rural municipalities or historical population centers of the Community of Madrid.
All this with the purpose of maintaining the roots of the elderly population in their territory, extending their stay in their home and thereby responding to aging, depopulation and unwanted loneliness in rural areas, as well as generating employment. and serve as a focus for attracting new population to the territory through “care”.
It materializes in:
- 3 collaboration agreements:
-Community of Social Services Sierra Norte
-Intermunicipal Association of the Southeast of the Autonomous Community of Madrid (MISECAM)
-Los Pinares Intermunicipal Association of Services
Different types of services are offered such as transportation, food, physiotherapy, help and accompaniment at home, laundry or DIY, among others.
The Cuídame project will be extended to the entire region, allowing people over 65 years of age from 43 municipalities to benefit from the resources it provides.
This action was born in the sectorial Conference for the Demographic Challenge.
Support for families in municipalities with less than 5.000 inhabitants to access educational, artistic and sports activities
The purpose of these subsidies is to facilitate access to non-regulated educational, artistic and/or sports programs and activities for children and young people under the age of 27 residing in municipalities of the Community of Madrid with fewer than 5.000 inhabitants. and they must travel at least 15 km to reach the center where the activity is carried out. The amount of aid for attending a full course is a maximum of €900 per person and activity.
Agreements and collaborations to guarantee the provision of services throughout the territory, especially in the municipalities with the smallest population
The following actions are launched:
- With the financial institution CaixaBank for collaboration on banking services in rural municipalities with between 1.000 and 5.000 inhabitants in the Community of Madrid: through a mobile office once a week
- With the Federation of Cooperatives and the Social Economy of Madrid (FECOMA) to carry out actions to promote cooperatives in rural municipalities of the Community of Madrid with fewer than 2.500 inhabitants: support for cooperatives as generators of wealth and growth of the rural world
- With the Association of Secretaries, Auditors and Treasurers of Local Administration of the Community of Madrid, for collaboration in training and assistance in the field of local administration
- With the Regional Consortium of Regular Public Transport of Madrid and different municipalities of the Community of Madrid, to subsidize the improvement of the accessibility conditions of interurban bus stops.
Support for the maintenance of rural roads
The Community of Madrid, aware of the importance of this infrastructure and the scarcity of resources in rural municipalities, began in 2022 to design a line of aid in kind for municipalities with less than 10.000 inhabitants, assuming maintenance and thus allowing these roads to be reinforced Communication.
Cooperation plan for municipal works and services
To guarantee the comprehensive and adequate provision of services under municipal jurisdiction in the territory of the Community of Madrid, the Community of Madrid, as an entity equivalent to the Provincial Council, must approve a provincial cooperation plan for works and services under municipal jurisdiction .
- Destined for 144 municipalities.
- Mancomunidades constituted by at least 10 municipalities
- Endowed with 5.789.000 euros for each annuity
