STRATEGIC OBJECTIVE 2: VISION OF SERVICE DELIVERY
It is about detecting the needs by coordinating the territorial policies carried out by the different administrative centers of the Community of Madrid, providing a comprehensive and cooperative vision in the territory.
Territorial policy coordination model
The scenario to take into account for the implementation of the coordination of territorial policies that allow an optimal balance to be achieved, guaranteeing the provision of services throughout the territory, takes into account:
- The population, the territory and their needs.
- The services, infrastructures, equipment and activities and their suppliers.
- The resources needed to carry out these actions.
- The optimal degree of provision of services.
Information system for regional coordination - SICORE
In 2022, the territorial structuring system will begin, for the coordination of public policies, based on comparable quantified and georeferenced data to obtain indicators that allow the design of territorial rebalancing policies and guarantee the provision of services throughout the territory.
With this purpose, in 2022 the development of SICORE has begun. With the potential of information systems and the efficient use of data, SICORE must answer the following question: "On what services, equipment and infrastructures is it necessary to act, with what priority and in what areas?"
SICORE
- Aligned with the Territorial Balance Strategy of the Community of Madrid, which is articulated through the Territorial Coordination Model.
- Materialized in a Dashboard.
- A single platform based on consolidated data from official sources, both owned by the General Directorate for Territorial Rebalancing or local entities, as well as those managed at the regional level and by the Community of Madrid statistics institute and the transparency portal, already national level, among others.
- Developed in collaboration with the Business Intelligence Area of the Directorate of Innovation and Digital Transformation of Services of the Agency for the Digital Administration of the Community of Madrid.
- Structured in 6 blocks, with information on 355 variables in the first phase and 3 pilot projects.
Know the situation of local infrastructures and facilities – The EIEL
In 2022, the comprehensive update of the Local Infrastructure and Equipment Survey will be launched:
The information collected in the EIEL is distributed in the following topics (23):
The elaboration of the survey will allow obtaining images such as the one shown below, as well as the specific data of each section of infrastructure or equipment obtained based on the information available and on field visits.
Coordinate and evaluate the regional activity projected and executed on the Local Entities that affects the territorial rebalancing
The new local governance model includes the unification, coordination, and monitoring and evaluation of territorial public policies. To this end, it has already launched several initiatives:
- The report on territorial balance. By Law 11/2022, of December 21, on Urgent Measures for the Promotion of Economic Activity and the Modernization of the Administration of the Community of Madrid.
- The design of basic areas for the provision of services in the Community of Madrid.
- Design of the meeting and participation forum for monitoring and reviewing the measures of the Territorial Coordination Strategy.
The Villa San Roque Tourism Innovation Center
The “Villa de San Roque” Tourism Innovation Center is developing a project that aims to promote and position the “Sierra Norte de Madrid” destination. The objectives on which this project is based are:
- Position tourism in the Sierra Norte de Madrid,
- increase the awareness of the Madrid Sierra Norte brand as a unique and differentiated destination from other rural destinations,
- develop and organize a portfolio of high-quality tourism products,
- increase the competitiveness and specialization of tourism products and
- articulate the proper promotion and marketing of the different tourism business models in the area, creating priority market segments.

Advertising campaigns and sponsorships
- Radio Television Madrid. We have conveyed to citizens a global vision of the celebration of Christmas in the different municipalities of the Community of Madrid, as a vehicle for disseminating cultural and artistic diversity in the municipalities.
- “Adopt a Town” Campaign aimed at valuing the advantages of living in rural municipalities: natural environments far from large metropolitan agglomerations; improvement in the level of quality of life due to lower housing costs and the possibility of developing and practicing a profession in rural areas thanks to teleworking.
- Participation in the platform "Come and live in a town" seeks to attract the population to rural environments and encourage investment, so that those interested in moving from the city to a small municipality can answer the questions that arise when choosing a place to set up their home, such as connectivity or education.
