SIGPAC
SIGPAC is the Agricultural Parcel Identification System implemented throughout the European Union for the application of CAP (Common Agricultural Policy) aid to farmers and ranchers
For its elaboration, aerial photography has been used as a basis, on which the cadastral data have been adjusted.
Although SIGPAC was initially conceived with the purpose of making it easier for farmers to submit aid applications, as well as controls and on-the-spot inspections carried out by the Administration, over time it has become a a very useful tool in other areas (urban planning, infrastructure, geology, hydrology, etc.).
What is SIGPAC
The SIGPAC is configured as a database that contains digitized cartographic images of the entire national territory (aerial orthoimages) and a geographical delimitation of each plot of land with its individualized reference and the attributes corresponding to its geometry and agricultural use.
It consists of a mosaic of digital orthophotos that covers the entire national territory, on which the parcel plans of the rustic cadastres are initially superimposed. In this way, for each specific reference, the system automatically provides the real image on the screen of the referenced parcel obtained through the orthophoto.
Consult the SIGPAC
The SIGPAC can be consulted in several ways:
- On the website of the Ministry of Agriculture, where additional information on the operation of the system can also be obtained:
- Through the content Maps of the Community of Madrid:
Access to Maps of the Community of Madrid >
- Through the following link that the Community of Madrid has enabled:
Access to the SIGPAC viewer Community of Madrid >
Regardless of the system used to access it, the information contained in the SIGPAC is unique, allowing it to consult updated data from the entire Spanish territory at all times.
With the zoom and drag tools we can locate ourselves in the desired reference and visualize the information related to the different options that the application offers us, such as plot limits and/or enclosure, trees, olive trees, limits of protected areas Red Natura 2000: ZEPA (Special Protection Areas for Birds), ZEC (Special Conservation Areas) or mountaineers.
What to do if there are discrepancies or disagreements with the SIGPAC information?
In case you find any disagreement or discrepancies with the content of the information that appears in the SIGPAC in relation to your plot, you can submit a request for modification in this form (in the "Management" section on the right of the page).
Said requests may initially be of the following types that are numbered to facilitate their management:
- Type 1: Change of use in a complete enclosure.
- Type 2: Change of exploitation system (rainfed/irrigated) in a complete enclosure.
- Type 3: Partition of an enclosure to change the use of part of it.
- Type 4: Partition of an enclosure to change the exploitation system.
- Type 5: Existence of a plot located in an urban area that has agricultural use.
- Type 8: Allegations that affect enclosures for husk fruit trees and carob trees.
- Type 9: Other allegations and modification requests not previously considered.
The general deadline for submitting modification requests is from February 1 to May 31 every year. Exceptionally due to the state of alarm, in 2020 this period is extended until June 30.
Once the requests to modify the SIGPAC have been received, verified and studied, the actions considered necessary will be established for each of them, introducing the changes or modifications that are accredited into the system.
The maximum term for resolution and notification to the interested party will be, in general, six months.
For more details you can consult the Order 1328/2005, which regulates the Geographic Information System for Agricultural Parcels and establishes the rules for its implementation in the Community of Madrid.
