Rural Development Program of the Community of Madrid 2014-2020 (PDR CM 2014-2020)

The Rural Development Program of the Community of Madrid (PDR) includes a series of measures to contribute to the objectives of the European Strategy 2020 for "intelligent, sustainable and inclusive growth".
The PDR 2014-2020 has the following priorities:
- Promote the transfer of knowledge and innovation.
- Improve the viability of farms, their competitiveness and their sustainability.
- Promote short circuits, quality schemes and local markets to improve the organization of the food chain.
- Restore and preserve ecosystems related to agriculture and forestry.
- Promote resource efficiency and a low-carbon economy.
- Promote economic development in rural areas.
Who approves the PDR?
RDPs are approved by the European Commission.
The Rural Development Program of the Community of Madrid 2014/2020 (PDR-CM 2014/2020), which will mark the new rural development strategy of the Community of Madrid during that period, was approved by Decision on November 18, 2015. See more>

What does the PDR finance?
To achieve its objectives, the RDP finances operations that are grouped in measures. Each type of operation is developed by a manager. We present below a table in which you can consult all the measures and operations of the PDR and the managers responsible for each of them.
Who co-finances the PDR?
The PDR is co-financed by the European Union through the EAFRD (European Agrarian Fund for Rural Development) and, on the part of Spain, co-finance the General State Administration and the Community of Madrid.
The co-financing of the EAFRD is variable depending on the measures and the region in which it is applied. In the Community of Madrid, considered a region of competitiveness, it ranges from 53% in general to 75% and 80% of EAFRD co-financing for some operations related to the environment, climate change or innovation.
The General State Administration, through the Ministry responsible for rural development, has agreed to co-finance 30% of the national part; therefore the Community of Madrid will cover the other 70% of the national part.

Information and advertising strategy
An information and publicity strategy has been drawn up with the following objectives:
- Publicize the opportunities offered by the PDR-CM and the rules for obtaining aid or subsidies contemplated in the different measures.
- Highlight the community contribution to the PDR-CM.
- Indicate the role played by each of the financing Administrations in the Program.
- Present the results obtained with its execution.
- Reduce the risks of bad practices by the beneficiaries.
- Obtain feedback through information work.

Monitoring and evaluation
Community regulations establish that an annual report on the execution of the program in the previous financial year must be submitted to the European Commission. Each of these annual execution reports will present key information on the execution of the program and its priorities in said year and will be made available to the public, together with a summary of its content for the citizen.

It is a collegiate body of the Ministry of the Community of Madrid with powers in rural development in charge of monitoring the execution of the program, in accordance with the managing authority. In it there are representatives of an institutional nature as well as economic and social agents with a relevant interest in the PDR. See more>
