A new model of Common Agricultural Policy.
The Strategic Plan for the Common Agricultural Policy (PEPAC) retains the essential elements of the previous Common Agricultural Policy (CAP), but with a focus on achieving concrete results.
On August 31, 2022, the European Commission approved the Strategic Plan for the Common Agrarian Policy of Spain, which will be applied from 2023 to 2027. The respective documents can be downloaded at the following links:

Preparation of the CAP Strategic Plan
According to Regulation 2021/2115, of December 2, 2021 on strategic plans, each country must draw up a CAP Strategic Plan, where the interventions chosen from a common menu are reflected.
The Strategic Plan for the Spanish CAP has been developed by the Ministry of Agriculture, Fisheries and Food, in collaboration with: regional and local authorities, including the Region of Madrid, competent authorities in environmental and climate matters and economic and social interlocutors representing civil society, among others.
The first version of PEPAC (v.1.2) was approved by means of the DECISION OF THE COMMISSION of 31.8.2022 approving the strategic plan of the PAC 2023-2027 of Spain for the aid of the Union financed by the European Agricultural Fund Guarantee and the European Agricultural Fund for Rural Development. The current version of PEPAC (v.2.1) has been approved by COMMISSION IMPLEMENTING DECISION of 30.08.2023 approving the modification of the strategic plan of the CAP 2023-2027 of Spain for the aid of the Union financed by the European Agricultural Guarantee Fund and the European Agricultural Fund for Rural Development.
Plan Content
The Strategic Plan of the CAP of Spain aims to achieve the sustainable development of agriculture, food and rural areas and contains the interventions designed to achieve the objectives of the CAP and the ambition of the European Green Pact.
The main content of the Strategic Plan is:
- Analysis of the needs of the agricultural sector and rural areas in Spain.
- Definition of interventions to respond to existing needs.
- Plan milestones and goals for each specific objective.
- Financial plan.
- Description of the management, control and monitoring system of the Plan.
Objectives
The objectives of PEPAC 2023-2027 focus on three aspects: Economic, environmental y Social, which all complement each other with a single transversal objective: Modernize the agricultural sector through knowledge, innovation and digitization in rural areas.
- Economic Objectives:
- The promotion of a smart, resilient and diversified agricultural sector that guarantees food security.
- Environmental Objectives:
- The intensification of care for the environment and action for the climate.
- Social Objectives:
- Strengthening the socioeconomic fabric of rural areas.
- Economic Objectives:
- Ensure fair income.
- Increase competitiveness.
- Rebalancing power in the food chain.
- Environmental Objectives:
- Action against climate change.
- Environmental Protection.
- Preserve the landscape and biodiversity.
- Social Objectives:
- Support the generational change.
- Living rural areas.
- Food quality and health protection.

The CAP Strategic Plan (PEPAC) integrates rural development interventions programmed by the Autonomous Communities according to the needs identified in their territory, as well as supra-autonomous interventions, included in the period 2014-2020 in the 17 Rural Development Programs (PDRs) and the National Rural Development Program (PNDR).

Co-financing
The Rural Development interventions integrated into the CAP Strategic Plan (PEPAC) are co-financed by the European Union through the European Agrarian Fund for Rural Development (FEADER) and by Spain through the General State Administration and the Community of Madrid.

CONTRIBUTIONS
- Environment (minimum 35%): 41,82%
- Leader (minimum 5%): 19,41%
- Technical assistance (maximum 4%): 2,90%
BUDGET ALLOCATION
EAFRD co-financing is variable depending on the interventions and the region in which it is applied. In the Community of Madrid, a base rate of 23% has been set, which increases in certain interventions to 35%, 65% and 80%.
The General Administration of the State, through the Ministry with competences in rural development, will finance 20% of the national part; therefore, the Community of Madrid will cover the other 80% of the national part.
Regulation
Monitoring of the CAP Strategic Plan in Spain
The monitoring of the interventions of the CAP Strategic Plan will be carried out annually through the Monitoring Committee and the National CAP Network.
During the period 2023-2027, the execution of the interventions will be analyzed and their impact will be evaluated, through a double system:
- Annual performance reports and biennial performance reviews, based on the outcome indicators, which will provide information on the extent to which the interventions are having the intended result.
- Plan for the evaluation of the Plan, which will use, among others, the impact indicators.
