Legalization is an administrative act that validates a document issued by the Administration that must take effect abroad.
In general, Community of Madrid documents are considered to be those bearing the Community's letterhead and incorporating the name of one of its ministries.
If they have been issued by the Community of Madrid, except those of Education, It corresponds to the General Directorate of Cooperation with the State and the European Union its legalization.

Document legalization procedure
Steps to follow to legalize a document:
1. You must go to the ministry that issued the document and request the signature of the competent authority indicated in the previous section. If the signature is electronic, it must be from the Head of Area or higher position.
2. Request a date sending a message from email to legalización@madrid.org, which must include the following information:
- El document that you request to legalize (scan or photo) or, at least, of the page where the final signature or signatures are located (if the document contains several pages)
- El Name and surname of the contact person
- The name of the COUNTRY in which you want to assert the document you request to legalize
- Mobile Phone
will be answered exclusively by email, giving you the day and time to carry out this procedure at the General Directorate for Cooperation with the State and the European Union, located at Calle de Carretas, 4 (Metro Sol). Any person can go to carry out this procedure, who must provide the original documentation to be legalized.
3. Next:
- If the destination country YES has signed the Hague Convention, You will need to apply for the Hague Apostille in one of these two places:
- el Ministry of Justice (must apply first) date)

- If the destination country DO NOT has signed the Hague Convention must continue with the legalization of the document in the Ministry of Foreign Affairs, European Union and Cooperation (must apply first) date)
After that, you must go to the diplomatic or consular representation in Spain of the country where the document should take effect.
They are responsible for the final legalization so that the documents are valid outside of Spain.

Signatures required before legalization at the General Directorate for Cooperation with the State and the European Union:
1st From the Primary Care Management, located at Calle de San Martín de Porres, 6 (metro Antonio Machado or Valdezarza). Telephone: 913700550/0104/0106.
2nd From the General Directorate of Human Resources of the Ministry of Health, located at Calle de Sagasta, 6 (subway Bilbao).
Evaluation reports to the MIR or medical reports from a hospital or specialist doctors from a Specialty Center (or a Mental Health Center), always in the field of public health.
Signatures required before legalization at the General Directorate for Cooperation with the State and the European Union:
1. The Manager or Managing Director of the hospital issuing the report, or the hospital to which the Specialty Center or Mental Health Center belongs.
2nd From the General Directorate of Human Resources of the Ministry of Health, located at Calle de Sagasta, 6 (subway Bilbao).
