Overseas support
Madrilenians residing abroad can obtain support in the embassies and consulates of Spain, in the Associations and Centers of Spanish Citizens Resident Abroad, and in Centers for Madrilenians Abroad.
In many consulates and consular sections of embassies there are Councils of Spanish Residents Abroad (CRE), that advise newcomers to the country when it comes to studying, finding work and integrating into a new society.

Councils of Spanish Residents Abroad
Un Council of Spanish Residents Abroad, or CRE, is an institutional participation body for Spaniards residing in a foreign country, and acts as a consultative body for the consular office in that country. Directs, proposes, advises and informs the aforementioned office on matters of interest that may affect Spaniards in the consular district.

Centers for Madrilenians Abroad
The centers and associations of emigrants created by the people of Madrid in the host countries have as their fundamental objective the dissemination of the values of Madrid and Spanish culture abroad.
In the Community of Madrid there is a regulated procedure so that associations, centers and entities of Madrid residents abroad can register in the Registry of Associations and Centers of Madrileños Abroad.
Finally, indicate that there is Emigration and Return Council of the Community of Madrid as a study body on matters related to Madrid emigration and the participation of emigrating Madrid residents. He Decree 158/2018 created it and defined its functions and its composition.

Regulations on Spaniards residing abroad
The Region of Madrid, in its Statute of Autonomy, assumes the competences on promotion and assistance to the residents of Madrid living abroad. They are developped by Decree 129 / 2007 develops them. This decree has been modified by the Decree 158 / 2018 which, in addition, creates the Emigration and Return Council of the Community of Madrid.
However, it is the General State Administration that has exclusive powers over emigration and, therefore, dictates the regulations on Spaniards residing abroad which regulates the status of Spaniards abroad. In his Portal of Spanish Citizenship Abroad you can get more information.

Emigration and Return Council

The Emigration and Return Council of the Community of Madrid is the study body for matters related to emigration from Madrid and the participation of emigrants from Madrid.
El Decree 158 / 2018, which creates the Council, provides as members three representatives of the associations and centers registered in the Registry of Associations and Centers of Madrileños Abroad of the Community of Madrid and three of the Councils of Residents Abroad that, upon prior call, express their interest in participating as members.
On December 20, 2022, its third plenary session was held.
