It is the fundamental instrument for annual programming of personnel needs and the rationalization of public employment and personnel selection processes at the service of Public Administrations in which the constitutional principles of equality, merit and ability to enter the public administration govern. It includes those positions with a budget allocation that cannot be covered with existing staff and whose coverage is considered essential or that affect the operation of essential services.

It is published in the Official Gazette of the Community of Madrid, and is approved by Decree of the Governing Council at the proposal of the Minister for the Presidency, Justice and Government Spokesperson, once the General Budget Law of the Community of Madrid has been approved.

The order of performance of the applicants in the selection processes is determined from the letter obtained in the public draw, starting with those whose first surname begins with it. The result of said draw is made public through a Resolution published in the BOCM
