Measures for the continuity of training for employment
Teleformation
The training entities of the Community of Madrid are allowed to request the change from the face-to-face modality to the tele-training modality, in the provision of professional training actions for employment, aimed at both unemployed workers and employed workers in order to obtain certificates of professionalism (ORDER of March 21, 2020, of the Ministry of Economy, Employment and Competitiveness).

Have a platform accredited by the State Public Employment Service (SEPE) to deliver the requested certificate of professionalism.

Have tutors-trainers who can accredit the corresponding certificate of professionalism in the tele-training modality.
-
Have confirmation of the availability of the members of the group to which the training action is intended.

Provide students with sufficient technical and didactic means that allow them to be carried out, guaranteeing at all times the quality of the training received.
Entities must submit the following documents either by SFOC or by Electronic Registry to the Strategy, Evaluation, Monitoring and Control Subdirectorate:

SEN-15 notifying the change in teaching modality, (in the event of training actions already started or whose start has been previously communicated).

Communication of the start of the training action, (in the case of training actions whose start has not been communicated, in accordance with the provisions of article 5.1.)

Responsible declaration, according to the model in Annex II, in which the requested certificates of professionalism will be listed, the accredited platform for its delivery in the teletraining modality and the associated centers to provide face-to-face tutoring.

Documentation of the tutors-trainers that certifies that they can provide telefomation for employment, in addition to the requirements demanded in the regulations of each professional certificate.

Student files, including DNI and qualifications, in the case of courses that have not started or new students.

SEN-9 communicating the students who start teletraining.

Responsible statement, according to the model in Annex I.
At the end of the course, the corresponding completion documentation and a statement of responsibility for each student who has completed it will be sent (Annex II).

Additional measures: Virtual Classroom
To meet the needs of workers to continue training to successfully face the period after the suspension by COVID-19, the exceptional nature of the situation and the extension of the suspension of face-to-face training activities, make it necessary to adopt additional measuresend to give continuity to training for employment (Order April 17, 2020), among them, the provision of face-to-face training through "Virtual classroom".
The Order of April 17, 2020 has been modified by the Medals from June 6, 2020, of the Minister of Economy, Employment and Competitiveness.
The beneficiary entities that have participated in the framework of the calls for subsidies and the entities awarded the service contracts for the delivery of courses in the National Reference Training Centers.

Exclusively during the validity of the suspension of the face-to-face training activity, established by article 3 of Order 344/2020, of March 10 of the Ministry of Health, the training provided through a "Virtual Classroom" will be considered as face-to-face training. .

The following groups may participate in training programs aimed at employed workers:

Workers whose employment relationship has been terminated by an employment regulation file and who are registered as claimants in the employment offices of the Community of Madrid.

Workers whose contracts have been suspended due to a temporary employment regulation file, in this case, are considered workers.
-
Self-employed people.
-
People working in the social economy.
-
Extension of the deadlines for carrying out the subsidized activity.
Training entities must meet the following requirements to deliver face-to-face training actions through a virtual classroom:

Guarantee the transmission of knowledge and the development of the objectives and contents of each training action.

Structure and organize the delivery of training in such a way that synchronized connectivity between the trainer and the students is guaranteed at all times, as well as the bidirectionality of communications.

Have a record of connections generated by the computer application that supports the virtual classroom, in which the people participating in the classroom are identified for each training action, as well as the date and time of connection.

Have a mechanism that enables the control bodies of the training activities to connect to the virtual classroom, in order to carry out the monitoring and control actions of the training activity provided for in each call for aid.

Accredit the conformity and availability to participate in the virtual classroom by the people participating in the training actions. For people who do not give their consent, specific training groups may be held in person once the state of alarm ends.

Make a telephone number and an email address available to the people participating in the training actions for the resolution of doubts in the management and technical incidents related to the virtual classroom.
The training entities that are beneficiaries of subsidies in the calls for vocational training aid for employment, will notify the Subdirectorate General for Evaluation, Monitoring and Control of the Directorate General for Training, the restart or start of face-to-face training actions for their delivery. through “Virtual Classroom”:

The training entities awarded the service contracts for the provision of the training actions scheduled in the National Reference Centers, which are in a position to provide face-to-face training through "Virtual Classroom", will notify the Service of Own Centers of the General Directorate Training, through E-REG.

Redefinition of training priorities in training for employment calls
In collaboration with the social agents and in accordance with the Study of Training Needs carried out by the General Directorate of the Public Employment Service and the General Directorate of Training, with the participation of CEIM, CCOO and UGT, and with the support of the working group created for this purpose made up of different experts from the economic, academic and local sectors, and responding to the training needs that the COVID-1 crisis has revealed, the training priorities have been redefined based on the most significant sectors for the recovery of employment, which will be included in the next calls for training for employment, giving them the highest priority.
The following have been established as significant sectors for the recovery of employment, in which the objective is to promote training for employment, among others:
- Digital Skills Sector.
- Logistics Sector.
- Supply Sector.
- Cleaning Sector.
- Industry 4.0 sector.
- Socio-Sanitary Sector.
Incorporation of training specialties of reduced duration in the training plans aimed at unemployed people to be implemented
In order to achieve a rapid incorporation or reintegration into employment, the next training offer aimed at unemployed people that will be developed by the General Training Directorate, will be adapted to the skills most demanded by the productive fabric, incorporating not only training that involves acquisition of qualification through certificates of professionalism, but training specialties that have a shorter duration and that therefore favor the fulfillment of the objective of recovering employment in the Community of Madrid.
