On the other hand, the Institute carries out permanent advisory work for certain sectors and groups especially committed to occupational risk prevention. Likewise, it is available to any employer or worker who requires its advice.
Project for risk prevention in the industry and service sectors
This is a line of action aimed at improving work safety conditions and occupational risk prevention management in companies in the Community of Madrid belonging to the industry and services sectors through specific advisory activities distributed in various campaigns. The advice consists of an exhaustive review of the work centers followed by the delivery of the preventive recommendations that the companies may need.
Specific risks
In this advisory and control campaign, the technical staff pays special attention to certain risks, equipment, procedures or conditions of the work centers associated with serious and very serious accidents, such as: electrical risk; decks and lofts; consignment of equipment and facilities and industrial gates.
Advice campaign on CE marking and declaration of conformity
Advice on the marking and conformity of machines to the companies or work centers that are determined, preparing and sending the corresponding recommendations to the company and, where appropriate, to the prevention service of another company.
Preventive advice campaign for companies in the logistics sector
Advice and promotion of technical measures aimed at controlling the risks of blows, run overs, entrapments and falls in the tasks carried out in the work centers dedicated to logistics.
Project to promote the integration of prevention
This project is a consequence of the Prevention Integration Diagnosis campaign, developed for 3 years by the IRSST, which has allowed obtaining a vision of this labor reality in the organizations of the Community of Madrid and identifying the actions that can improve the integration of prevention in business management.
Integration of prevention: company - external prevention service
In this campaign, the recommendations sent to the company are sent to the external prevention service, for information purposes, in order to improve company/external prevention service coordination and the integration of prevention in companies.
Advice for improving the integration of prevention
In this campaign, a joint IRSST/company/SPA meeting will be planned where the main preventive management documents will be analyzed and measures will be proposed to improve the integration of ORP in the company.
Safer Construction Site Project
this projectecto aims to adequately identify those works in which advice and control of health and safety conditions may be necessary. The unit responsible for its development is the Technical Construction Unit.
Preventive advice on new and civil works
The prevention technicians of the Construction Unit carry out visits to the works where adequate advice and technical assistance is provided in terms of occupational risk prevention in construction works for both companies and workers.
Preventive advice on specific jobs
The objective of this campaign is to raise awareness regarding the prevention of the indicated risks through the dissemination of specific publications to those companies that communicate the opening of a work center or the resumption of activity in construction works to the public. IRSST.

Reduction of risk factors associated with climatology
The purpose of this campaign is to raise awareness about the prevention of risks associated with climatology in construction works. It is done by disseminating the following diptychs in the different seasons of the year:

Direct advice to entrepreneurs and workers of SMEs and micro-SMEs in work centers considered construction work in the field of the Tripartite Construction Commission
The objective of the Tripartite Construction Commission, which is informative in terms of occupational risk prevention, is direct advice to employers and workers of SMEs and micro-SMEs who carry out works of little importance or duration. A technician from the Construction Technical Unit accompanies the commission in technical assistance functions.
A job at height
The objective of this campaign is to promote the correct choice and use of both equipment for working at height and the corresponding collective protection systems to avoid the risk of falling.
The advisory and control actions focus on:
- Ladders. The objective is to promote adequate and safe conditions, use and maintenance of this equipment.
- Assembly and use of mobile lifting platforms (PEM), forklifts and construction elevators. The purpose is to analyze the conditions of assembly and use of these work teams.
- Collective protection against falls from height. The correct choice and supervision of security networks and edge protection systems will be taken into account.
Preventive advice on provisional electrical installations on site
The objective of this campaign is to promote the correct use and maintenance of temporary electrical installations on site and to provide advice and technical assistance on occupational risk prevention to contractors, subcontractors and self-employed workers.
Preventive advice to contracts and subcontractors of public administrations and companies
The objective of these actions is to collaborate with Public Administration organizations and companies to improve the health and safety conditions of the construction works in which they are promoters. Direct and specialized advice is provided to employers and workers in the work centers involved, through visits to works promoted by entities and organizations such as town halls, public companies, ministries, etc.
Project to improve health and safety in activities in the entertainment and leisure sector
Taking into account the importance of the entertainment and leisure sector in the Community of Madrid, it has been considered necessary to develop a specific project that allows the identification of all those events in which advice and control over the conditions of safety and health in the work of assembly and disassembly of structures.
Advice on occupational risk prevention in the field of assembly and disassembly of stages in public shows
The purpose of the campaign is to promote the improvement of working conditions in the field of assembly and disassembly of stages for public shows. This is an activity that is carried out jointly with the Labor and Social Security Inspection.

This project aims to meet the needs of companies that:

Advice to companies with differently-abled staff
The purpose of this campaign is to review the preventive management that is carried out in companies that employ workers with different abilities and verify, among other aspects, whether the risk assessment includes the existence of people with disabilities, and verify the accessibility and adaptation of the position , depending on the disability, of the workplaces.
Occupational risk prevention in special employment centers
In this advice and control campaign, these types of companies are visited (with at least 70% of workers with a recognized disability of at least 33%), verifying compliance with their legal obligations in terms of occupational risk prevention, with special attention to the consideration of disability in aspects such as risk assessment, emergencies, workplaces, accessibility, etc.
Dependency care and care companies: biological risk
The purpose of this campaign is to advise on the management of risks associated with exposure to biological agents, emphasizing the importance of early detection of infectious diseases and the rapid implementation of preventive measures, with the aim of avoiding their rapid spread. between workers and service users.
Dependency care and care companies: reincorporation of workers affected by musculoskeletal disorders
This campaign focuses on the assessment of the management of the reinstatement to their jobs of workers affected by TME who have suffered long-term temporary disabilities, to advise companies on the implementation of technical and organizational measures that facilitate the return of these employees and the decrease in the number of new cases of damage to health.
Mental health and well-being in workers in nursing homes for the elderly

This project focuses on preventive advice to companies that carry out their activity within the framework of the ecological transition economy aimed at pollution control and environmental protection, and to companies that belong to new emerging sectors such as sustainable construction, energy renewables, organic agriculture and livestock, management of natural spaces, nanotechnology, etc.

This project seeks to guarantee specific treatment for working conditions that involve the exposure of workers in the Community of Madrid to chemical, physical and biological agents.
Advice on occupational risk prevention in the management of exposure to carcinogenic agents
Advice will be provided to companies in whose activity there is exposure to respirable crystalline silica dust (marble and natural stone), hardwood dust (wood carpentry), mineral oils used in motors (vehicle workshops, scrapyards) and diesel emissions (workshops). of vehicles and ITV). Specialized advice will be provided to companies in which reports of occupational disease coded in group 5 of the list of occupational diseases of RD 1299/2006 have been issued during the year 2023, giving priority to sectors in which cases of work-related dermatitis in the year 2022.
Preventive advice for the reduction of exposure to physical agents in the workplace: noise and vibrations transmitted by the hand

Investigation of EEPP issued by the CEPROSS system
With the aim of disseminating the causes that give rise to occupational diseases and the prevention and protection measures for their reduction, visits will be made to companies that declare diseases through the CEPROSS notification system. Action will be taken in companies declared as having a high accident rate through the alert notices of the CEPROSS notification system, as well as in those that declare illnesses that are considered significant due to their consequences or due to the number of workers affected.
Investigation of non-traumatic accident reports issued in the PANOTRATSS program.
The investigation of those non-traumatic accident reports issued in the PANOTRATSS Social Security computer program that, due to their characteristics, could be considered as occupational diseases will be carried out. Special attention will be paid to the following pathologies: infectious and parasitic diseases; neoplasms; endocrine diseases; diseases of the central and peripheral nervous system; diseases of the senses; diseases of the cardiocirculatory system; Diseases of the respiratory system; digestive system diseases; skin diseases; and diseases of the genitourinary system.
Promotion of EEPP research by companies
With the aim of promoting the investigation of occupational diseases by companies, notifications are sent to those where an occupational disease report has been issued, reminding them of the obligation both to carry out the investigation of the same and to keep it available to the labor authority as stated in the Law on Prevention of Occupational Risks.
Actions with mutual collaborators of social security
The Occupational Medicine Service of the Technical Unit for Occupational Illnesses assesses the medical aspects of occupational illnesses investigated jointly with the doctors of the insurance companies with the intention of determining the causes of the illness and proposing adequate preventive measures in the actions of investigation of occupational diseases.
Campaign to improve the management of occupational diseases
- Collaboration campaign with the Unit for the Assessment of Occupational Illnesses of the General Subdirectorate of Medical Inspection.
The Subdirectorate General for Medical Inspection communicates those cases of workers in a situation of temporary disability due to common illness whose pathology could have an occupational origin. The action of the Technical Unit for Occupational Illnesses consists of checking working conditions in order to determine a possible correlation between the pathology suffered and the tasks, exposures, etc. in the workplace. - Campaign for the correct classification of damage to health by the mutual collaborators of social security.
During the investigation of the occupational disease reports issued in the CEPROSS notification system, deficiencies were observed in the identification of pathologies. This campaign is carried out taking advantage of the visits made to companies for the investigation of an occupational disease. Advice for the improvement of the ergonomic conditions of positions in teleworking mode
This advisory campaign complements the one carried out in 2021 called "remote work" focused on improving ergonomic conditions in "telework" positions and which ended with the development of a checklist for the evaluation of these positions and a video explanatory that allowed to identify the factors of design and conception of these workplaces. During this year, information will be collected from companies with this type of position and the questionnaire prepared by the Technical Unit for Occupational Illnesses will be published.
Musculoskeletal disorders in upper limbs in workers over 55 years of age
Between 2017 and 2019, a preventive advice campaign was developed for companies that declared reports of occupational illness or non-traumatic work accidents related to musculoskeletal disorders of the upper limbs in workers over 55 years of age. As a result, 182 notifications from the CEPROSS or PANOTRATSS notification systems referring to musculoskeletal pathologies of this profile of workers were analyzed. In total, 163 public and private companies were advised. During the year 2022, the report with the results obtained will be published and will be presented at a specific conference.
Gender perspective advisory campaign: hygienic and ergonomic risks in hairdressing salons and beauty salons.
During the years 2020 and 2021, a campaign was developed with companies in the hairdressing sector and beauty centers for the prevention of occupational diseases that affect their workers. Specific advice was provided to companies in the sector that reported occupational diseases related to chemical agents (mainly asthma and dermatitis) or forced postures and repetitive movements. During the year 2022, the two advisory and dissemination guides that have been carried out will be presented and disseminated: "Hairdressing Personnel: risk of exposure to chemical agents" and "Hairdressing Personnel: ergonomic risks"
Biological risk management advisory campaign for companies that report the deliberate handling of biological agents in accordance with RD 664/1997
The Technical Unit of Occupational Diseases of the IRSST is in charge of managing the notification to the labor authority about the use of biological agents through deliberate manipulation, carrying out the verification of its content and specific advice aimed at improving the management of the biological risk, in order to reduce the risks derived from its use.
Preventive management with workers who carry out their tasks in countries with endemic diseases
The purpose of this campaign is to review the preventive management carried out in companies that send workers outside our country, in countries with endemic diseases such as malaria, amoebiasis, trypanosomiasis, dengue fever, yellow fever, papataci fever, relapsing fever, plague, leishmaniosis, yaws, exanthematic typhus, borrelia and other rickettsioses.
Project for the prevention of occupational risks in companies in the food sector
This new project begins in the year 2022. It is a line of action aimed at providing comprehensive risk prevention treatment for companies in the food sector in the Community of Madrid. The aim is to provide preventive advice on occupational safety, ergonomics and industrial hygiene to improve working conditions.
Production lines campaign in the food industry
Automated production lines are common in the food industry. A significant number of accidents occur in them, both during production and during maintenance, repair and cleaning tasks. In this new campaign, the Technical Unit for Industry and Services will carry out checks on the different work teams that make up the lines, assessing compliance with the applicable technical, documentary and procedural requirements and proposing measures aimed at solving the deficiencies detected.
Advice campaign on the return to work of workers affected by occupational diseases in companies in the food sector
The prevention technicians of the Technical Unit for Occupational Illnesses will act in companies in the food processing and preservation sector that have reported occupational illnesses and work-related illnesses that correspond to ailments related to performing repetitive movements, occupational dermatitis and exposure to chemical agents. The development of the campaign includes the visit and advice to these companies to verify the working conditions related to the reinstatement of workers affected by these damages to health.
Advice campaign on the assessment of ergonomic risks in companies in the food sector
It is intended to act in companies in the food processing and preservation sector, which have reported occupational diseases caused by physical load during work. The action will include the review of the ergonomic conditions of the affected workstations, the review of the risk assessment carried out by the prevention service and the issuance of a report of conclusions and recommendations to be sent to the company. In addition, two training sessions are scheduled on ergonomic risk assessment methods due to repetitive movements and manual handling of loads, respectively..
Project to control exposure to asbestos in companies in the Community of Madrid
This is a priority action due to the seriousness of the consequences of exposure to asbestos in the workplace. Exposure to this material claims more than 88.000 lives annually in Europe and represents between 55% and 85% of lung cancer cases developed in the workplace. The mortality rate associated with asbestos exposure is expected to increase significantly through the late 2020s and 2030s.
The actions to control exposure to asbestos developed by the IRSST are carried out, mainly, within the scope of the functions of the labor authority that regulates RD 396/2006, which establishes the minimum health and safety provisions applicable to work at risk of exposure to asbestos.
Advice campaign for RERA companies
A large number of small companies without qualified preventive resources are observed among the companies registered in the Registry of Companies with Risk of Exposure to Asbestos. As a consequence, specific advisory actions have been scheduled that specifically contemplate:
- The criteria for the correct preparation, presentation and execution of work plans with risk of exposure to asbestos fibers,
- The proper presentation and analysis of the files in Annex IV.
- Other obligations that allow to improve the execution of the works and help to eliminate and/or minimize the risk of exposure.
Laboratories specialized in the analysis (count) of asbestos fibers
The formal recognition of the suitability of laboratories specialized in counting asbestos fibers in accordance with their technical capacity is subject to a procedure regulated in annex II of RD 396/2006. Interested companies must request accreditation from the labor authority. Before resolving, it has to obtain a report from the INSST, which in turn will verify the data presented and carry out the necessary controls. Once received, a resolution is issued granting or denying the requested accreditation.
Actions to improve the evaluation of exposure in work with asbestos
The Asbestos Service complies with the obligations established in article 18 of Royal Decree 396/2006, which approves the minimum health and safety provisions applicable to work with asbestos risk. To this end, the files for recording the data for evaluating exposure to work with asbestos are received in accordance with the provisions of Annex IV of the aforementioned regulation. Once received and filed, they are sent to the National Institute of Safety and Health at Work and to the labor authority where the companies are registered for the purposes of knowledge and management. Likewise, companies are provided with technical advice on the criteria to follow for the evaluation of the exposure of workers to asbestos for the correct fulfillment of the obligations in force.
Work plans with risk of exposure to asbestos. Management of the work plan approval procedure. Advice and control in the execution of works
The study, processing and, where appropriate, approval of work plans with risk of exposure to asbestos in accordance with the criteria of RD 396/2006, which approves the minimum health and safety provisions applicable to work with asbestos risk It is developed in the Area of Preventive Advice and Control of Health Damage. Likewise, advisory actions and face-to-face control of the execution of the activities corresponding to the work plans approved in the Community of Madrid and the unique asbestos plans of a general nature approved in other autonomous communities are carried out.
Advice to municipalities on asbestos maps (ACAM)
Advice and technical support will be provided to the municipalities of the Community of Madrid in this matter, especially in aspects related to the detection of facilities with the presence of asbestos materials and the establishment of priorities when planning their removal based on risk. of exposition.
