
Linguistic qualification of foreign languages. Course 2020/2021.
The Ministry of Education, Universities, Science and Spokesperson develops the bilingual program as an essential tool for students to achieve linguistic competence that contributes to excellence in their training and facilitates their professional insertion in a globalized intercultural environment. In order for the bilingual program to have the necessary level of excellence, the teaching staff that participate in it must have the appropriate linguistic competence. In order to guarantee their professional suitability, the procedure for obtaining linguistic authorization is developed.
Who can take part?
Periodically, the Ministry of Education, Universities, Science and Spokesperson makes a call in which the target languages, applications, deadlines, documentation, qualifications and requirements are specified.
In general, to participate, one of the following requirements must be met:
- Being a civil servant or intern in the Corps of Professors, Secondary Education Teachers, Technical Teachers of Vocational Training or Teachers.
- Being a teacher at a private center approved in the Community of Madrid on the date of completion of the submission of applications.
- Accredit a contracting commitment with a private contracted center authorized to provide bilingual education in the Community of Madrid.
- Be a member of the current lists of applicants to hold teaching positions on an interim basis in the Community of Madrid.
- Being a professor of religion in public educational centers or accrediting a proposal commitment for teaching by the corresponding religious authority.

The latest annual call is available on the portal staff +education, of the General Directorate of Human Resources.
Forms of obtaining linguistic qualification
- For passing knowledge tests.
- For being in possession of degrees or certifications issued by certain institutions
Procedure for obtaining language authorization by passing knowledge tests.
To participate in this procedure, in addition to the general requirements, it is necessary to accredit a minimum level of linguistic competence in accordance with the provisions of the resolution that calls for the authorization procedure.
- First phase: Written test divided into four parts, in which the skills related to:
to. Reading comprehension.
b. Written expression.
c. Auditive comprehension.
d. Gramatic and vocabulary.
Situations that exempt from performing the first phase:

Be in possession, more than five years after obtaining, of any of the titles or certificates of language skills that are indicated in the respective qualification calls.

Having passed the first phase of the test without having obtained the qualification, with the limit of the three previous calls.

Having expired the validity of the authorization in the corresponding language issued by the Community of Madrid.
- Second stage: Oral test, which will consist of an interview in which the linguistic competence of the candidates in oral expression will be assessed.
- Test scores: The final grade will be “apt” or “not apt”.
- Phase 1. Each of the four parts will be valued from zero to 10 points. Participants must obtain a minimum of 20 points and have obtained at least one third of the maximum mark in each of the four parts.
To access the next phase, it will be necessary to qualify as "apt" in this phase. - Phase 2. The test will be assessed as "apt" or "fail".
Procedure for obtaining language qualification for being in possession of qualifications or certificates issued by certain institutions.
Teachers who, in addition to meeting the general requirements as recipients, have titles or certificates that prove a level of knowledge in the corresponding foreign language, equivalent to C1 or C2 of the Common European Framework of Reference for Languages, can request authorization, as long as when these securities meet the following conditions:
- That they are listed in the corresponding annex of each call.
- That they have been obtained less than five years old at the time of submitting the application, corresponding to each call.
Authorization validity
The qualification loses its validity when five complete consecutive school years have elapsed without teaching in the corresponding language within the bilingual program.
Suspension of the computation of the validity of the authorization
The calculation of the validity of the linguistic qualification will be suspended while its holder:
- Participate in International Bilingual Exchange Programs.
- Teach in foreign centers with the corresponding native language.
- Teach in a center that adheres to the provisions of the orders that regulate the autonomy of centers in the organization of study plans.
