Rectification of material errors and new beneficiaries Order 3516/2023
Order 3516 / 2023 of the Minister of Education, Science and Universities, which rectifies material errors in Order 1754/2023, of May 22, of the Vice President, Minister of Education and Universities, which resolves the procedure for the direct granting of individualized aid of school transportation for the 2022-2023 academic year and new beneficiaries of individualized school transportation aid are included for the 2022-2023 academic year.
Extension of the deadline for the presentation of Appeals
Due to a technical incident in the application, already resolved, that has affected the presentation of the resources, the period for presenting the Optional Reversal Appeal is extended by fifteen days, until July 17, 2023 (Article 32 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations)

APPLICANTS Requirements
These aids are intended for students enrolled in the 2022-2023 academic year in a public teaching center or special education centers located in the Community of Madrid and enrolled in the second cycle of Early Childhood Education, Primary Education or Compulsory Secondary Education or, in the case of Special Education centers, Special Early Childhood Education or Compulsory Basic Education, when they lack or cannot make use of the school transport routes contracted by the Vice-Presidency, Ministry of Education and Universities and in whom, in addition, any of the following circumstances occur :
- Students who in their municipality of residence do not have a teaching center appropriate to their level of studies.
- Students enrolled in a bilingual Secondary Education Institute, who do not have a teaching center of this type in their municipality of residence.
- Students enrolled by the Administration in public schools located more than 5 kilometers from the student's home.
- Students who receive educational care from the School Support Units of Educational-Therapeutic Centers located more than 5 kilometers from the student's home.
- Students enrolled in Secondary Education Institutes, located more than 5 kilometers from the student's home, in the evening as a result of studying professional studies under a special regime in the morning or students enrolled in Centers of Excellence or Sports Technification.
- Students residing in neighborhoods of special typology or in shanty towns.
- Students enrolled in public Special Education centers, when they cannot use the school transport routes contracted by the Vice-Presidency, Ministry of Education and Universities, provided that the distance from the family home to the teaching center or the surrounding circumstances related to the type of disability (physical, mental or sensory), so justified, in accordance with the provisions of art.2.2.b of Order 3793/2005, of July 21, of the Ministry of Education. Likewise, students from subsidized Special Education Centers may be recipients of these aids when identical circumstances occur by virtue of the schooling resolution, as provided for in article 13 of Order 1240/2013, of April 17, of the Ministry of Education, Youth and Sport.
- Students enrolled in public centers and in public Special Education centers, provided they suffer from severe physical limitations and usually require a wheelchair to get around or who require personalized attention due to very serious motor or sensory deficiencies, and cannot use, in case if they exist, the school transport routes contracted by the Vice Presidency, Ministry of Education and Universities. Likewise, students from subsidized Special Education Centers may be recipients of these aids when identical circumstances occur by virtue of the schooling resolution, as provided for in article 13 of Order 1240/2013, of April 17, of the Ministry of Education, Youth and Sport.

PHYSICAL PRESENTATION:
It can be done in the secretary of the public center where the student is enrolled, as well as in any of the Registry Offices of the Community of Madrid, and other places included in article 16.4 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations, including the Territorial Area Directorate Records.

Documentation to be submitted (ONLY for the application submission process)
The application must conform to the official double-sided model.
The Community of Madrid will consult, by electronic means, the data of the DNI or NIE in force. If the interested party objects, he must present the corresponding documentation. In the case of foreigners who lack a NIE, they must provide a copy of their valid passport and enter the number on the application.
Copy of the family book or document accrediting the legal representation of the student.
Certificate from the Director of the Center or the CET (Annex I), in which the assumptions to be certified must be marked with a cross.
Additional documentation depending on the case for which the aid is requested:
- In the case of students from subsidized Special Education centers, a copy of the schooling resolution.
- In the case of students who suffer from serious physical limitations and usually require a wheelchair to get around, a medical certificate expressly stating, or inferring, that the student needs a wheelchair for mobility.
- In the case of students who require personalized attention that prevents them from using the school routes, a medical report or a specific report from the Center's Educational and Psycho-pedagogical Guidance Team, in which the disability or illness appears and where the need for treatment is determined. receive personalized attention during the journey from your home to the center.
- In the case of taking professional studies under the special regime, supporting documentation that proves that you are enrolled in them and that you take such studies in the morning.
- In the case of students in educational-therapeutic centers, a certificate from the Director or Coordinator of the educational-therapeutic center stating that the student receives educational attention from the school support unit and the days or periods of the school year in which such attention is given. These students must also provide a certificate in which they are enrolled, stating the course in which they are enrolled.
