People with disabilities have problems of access and follow-up of a healthy physical-sports activity practice, because they suffer an "exclusion" derived fundamentally from two circumstances:

a) The limiting condition of the social environment towards the person with disability, without taking into account their own opinion.

b) The accentuation of the disability above the rest of the capacities.

The implementation of this Plan is based on three unquestionable principles:

a) The inexcusable obligation of public administrations to favor the practice of sports by people with disabilities

b) The institutional responsibility to promote access to this right, since physical activity and sport are considered fundamental elements of people's quality of life.

c) The firm belief that inclusion in close environments should be considered as the only way to care for and promote the comprehensive development of people with disabilities.

The Plan is articulated around ten general purposes that are broken down into objectives that make up action programs and projects that will provide it with stability, coherence and transversality.

The census of people with disabilities in the Community of Madrid (2015 data, considering a disability equal to or greater than 33%) establishes that a total of:

- People with physical disabilities: 194.200.

- People with mental disabilities: 78.323.

- People with sensory disabilities (auditory and visual): 49.804.

In total there are 322.327 people, which represents approximately 5% of the population. These data refer to people with a "certificate of disability" (with a percentage greater than or equal to 33%), to which must be added another group of people who, without reaching such percentages for official recognition of disability, have functional disability This group, much more difficult to quantify, must also be taken into account when implementing the Plan.

A double strategy is established:

1.- The practice of physical activity in an inclusive group, when the person with a disability can share the activities, regardless of whether they need selective attention at specific times.

2.- Adapted and/or specific sports practice, when the interests of the athlete with a disability focus on competitive sports.

Some examples:

Stimulate the practice of physical activity and sports among people with disabilities with programs of the Community of Madrid and accessible facilities. Since October 2017.

Annually convene a "Sports Meeting of adapted/inclusive sports of the Community of Madrid". 3^er Quarter of 2018.

Create a Regional Observatory on Adapted and Inclusive Physical Activity of the Community of Madrid. September 2018.

Create awareness programs aimed at schoolchildren in the Community of Madrid about adapted and inclusive sport developed by the Madrid Federations. As of the 2018/19 academic year.

Promote an annual meeting of good practice in the field of physical activity and inclusive sport. Annually since May 2018.

Create a category within 7 Sports Stars Awards in which athletes with disabilities or inclusive sports teams are recognized. Announcement of the Seven Stars of Sport Awards 2017.

• inclusive swimming (multi-disability).

• inclusive rugby (intellectual disability and chair).

• inclusive basketball (intellectual disability and chair).

• inclusive boccia (cerebral palsy and severe physical disability).

• inclusive rhythmic gymnastics (intellectual disability).

• inclusive badminton (intellectual and physical disability).

• inclusive judo (physical and visual disability).

• inclusive padel (physical disability).

• inclusive hockey (intellectual and physical disability).

All courses will have 5 hours duration, from 16:21 p.m. to XNUMX:XNUMX p.m., according to the following content and development schedule:

• 16:00. Presentation of the course and sport.
• 16:30. Exposition of the contents according to their structure.
• 17:45. Rest and transfer to the sports facility.
• 18:00. Practical workshop and final sharing.
• 21:00. End of training.

NOTE: except judo, paddle tennis, boccia and rhythmic gymnastics that will last 2,5 hours (from 16:00 p.m. to 18:30 p.m.).

The dynamics of the training actions will be carried out based on lectures and practical workshops that facilitate the interaction and participation of the attendees. In these workshops, the use of adaptations to the type of disability in question will be encouraged, depending on the sporting modality. The focus will be initiation sports to them.

The courses will be developed based on the following content:

• Knowledge of inclusive sport and their characteristics.
• Knowledge of the usual characteristics of people with disabilities who usually practice this type of sport.
• Knowledge of the current situation of the adapted and inclusive modality at the national level.
• Knowledge of the regulation and types of adaptations to facilitate inclusive sports practice.

The courses are developed based on the following structure:

1. Description of the sport.
2. Identification of athletes (characteristics and considerations).
3. Services for the collective
4. disability and structures sports (conventional, adapted, inclusive, etc.).
5. The development of inclusion in mainstream sport.
6. The inclusive proposal: specification of the modalities, adaptations of tasks, rules, spaces and materials to promote inclusive practice.
7. practical workshop: experiences, information and direct contact.

Each speaker will try to be accompanied by at least one athlete with a disability of the modality in which they work in the practical workshop.

All the speakers who participate will be determined by the CEDI, with experience in the reference inclusive sports modality.

Course participants will receive a attendance certificate by the Community of Madrid (Department of Culture, Tourism and Sports).
