Bringing to the forefront this serious social problem that turns women into victims, regardless of their training, profession, social class or nationality, is one of the priorities of the Community of Madrid.
Pioneer in the fight against gender violence
The Community of Madrid, in its fight against gender-based violence, has been a pioneer in implementing plans and programs that have culminated in the approval of the first regional law on this matter, Law 5/2005, of 20 December, Comprehensive against Gender Violence in the Community of Madrid.
In 2001 it launched the "Program of Actions against Gender Violence of the Community of Madrid (2001-2004)" and in 2005 it undertook the "Comprehensive Action Plan against Gender Violence (2005-2008)", which came supported by the aforementioned law.
In addition to creating in 2003 the Regional Observatory of Gender Violence, an integrating body of the policies that in this matter are carried out in the regional administration.
The Community of Madrid was also a pioneer by opening the first shelter in 1984. Since then, it has carried out a set of care measures for victims of gender-based violence that have led to the consolidation of a complete comprehensive care network for gender-based violence.

The observatory is made up of a total of 54 municipal points that are the gateway to the resources of the comprehensive care network for gender-based violence in the Community of Madrid, except in Madrid capital, where this function is carried out by the Service of Attention to Victims of Gender Violence (SAVG 24 hours).
