V Regional Plan of Scientific Research and Technological Innovation (PRICIT)
The Region of Madrid seeks to place the region at the forefront of innovation and knowledge
What is PRICIT?
The Regional Plan of Scientific Research and Technological Innovation (PRICIT) entails the lines of action to be followed to achieve the R&D&I aims in the region from 2016 to 2020. It seeks to attract and retain young talent and improve the equipment for scientific groups in the region. The Regional Executive intends to reach an annual R&D&I investment of 118 million in 2020 to implement this new research strategy. This investment effort will involve tripling the current investment in research made by the Department of Education, going from 40,7 million in 2016 to 118 million in 2020.
For the roll-out of specific actions in each one of the focus areas, six framework programmes have been designed:
PROGRAMME 1. Attracting and retaining talent, with a focus on promoting access to a career in the field of science and enhancing the training of young researchers, as well as on attracting renowned researchers and improving the stability of researchers.
PROGRAMME 2. Strengthening research bodies and their scientific equipment, with a focus on the reinforcement and consolidation of research bodies, the development and improvement of equipment, its renewal, management and maintenance, as well as access to the equipment for researchers, companies and the general public.
PROGRAMME 3. Promoting disruptive R&D&I projects by research groups and networks, with a focus on supporting projects from both established and emerging groups, as well as inter-group collaborative projects that can applied to companies.
PROGRAMME 4. Improving the transfer of research results to the market and society, enhancing the researcher-company relationship, the utilisation of the results, the support for business/collaborative innovation, as well as pre-commercial/innovative public procurement.
PROGRAMME 5. Promoting scientific culture among society and securing active participation of citizens based on the communication and dissemination of science and technology through the media, social networks, schools, institutes, etc.
PROGRAMME 6. Improving governance of the system, taking into account the transparency, information, participation and assessment of the regional R&D&I system.
Objectives
For the first time, this new project focuses on attracting and retaining talent, but also on encouraging the emergence and development of international projects and strengthening research bodies by improving their scientific equipment. To this end, aid will be announced for hiring young doctors and doctors with experience, and the industrial doctor profile will be enhanced. In addition, aid will be offered for hiring research assistants and lab technicians, as well as R&D&I project managers.
Another aim sought through the plan will be to improve knowledge transfer between research centres and society, strengthening relations between researchers and companies.
The regional government of Madrid will also foster the development of R&D&I projects and will promote scientific culture through awareness actions in the media, social networks and educational institutions. In this regard, the Regional Executive will design a plan that entails promoting and participating in scientific events, as well as organising and awarding prizes in different areas including scientific communication.
Meanwhile, the regional government of Madrid will enhance the transparency and participation of all stakeholders in the regional R&D&I system. To this end, an Evaluation and Monitoring Committee of the Plan will be created and made up of representatives from the different working groups from PRICIT, the Sub-Directorate General for Research, the Council for Science and Technology and the Interdepartmental Committee on Science, Technology and Innovation in the Region of Madrid.
PRICIT in figures
PRICIT has five strategic pillars:
1.-To generate, attract and retain research talent;
2.-To strengthen research bodies and scientific equipment,
3.-To promote international projects of excellence related to the main challenges faced by society;
4.-Promote the relationship between research and business; and
5.-To promote scientific culture, fostering its dissemination.
For the deployment of concrete actions, the plan includes 6 framework programs that in turn contain 31 specific objectives and 54 actions to be carried out. Of those 6 programs, two are considered priority: that which intends to foster the creation of talent and that which supports projects of excellence.
