Introduction
From the General Directorate of Digital Policy, different lines of aid are promoted with the aim of improving the degree of digitization in the region, pursuing an equalization in the degree of connectivity of all municipalities and promoting the digital training of individuals and companies, paying special attention to attention to those people who may be affected by some type of digital divide existing and Madrid SMEs.
European aid
On July 21, 2020, the European Council agreed on an exceptional temporary recovery instrument known as Next Generation EU (Next Generation EU) for an amount of 750.000 million euros. The Recovery Fund ensures a coordinated European response with Member States to address the economic and social consequences of the pandemic.
The MRR has four main objectives: to promote the economic, social and territorial cohesion of the EU; strengthen the resilience and adjustment capacity of the Member States; mitigate the social and economic impact of the COVID-19 crisis; and support the green and digital transitions. All of them are aimed at restoring the growth potential of the EU economies, fostering post-crisis job creation and promoting sustainable growth.
El Recovery, Transformation and Resilience Plan of the Spanish economy foresees the mobilization of more than 140.000 million euros of public investment until 2026, with a strong concentration of investments and reforms in the first phase of the Next Generation EU plan, which covers the period 2021-2023, in order to drive the recovery and achieve maximum countercyclical impact.
The Plan has four transversal axes that are structured in 10 lever policies, within which thirty components are collected, which allow the coherent investment and reform programs of the Plan to be articulated:
- ecological transition
- digital transformation
- social and territorial cohesion
- Gender equality
Within the axis of digital transformation, Component 15 is framed, whose purpose is to improve the Digital connectivity, promotion of cybersecurity and deployment of 5G. This component of the National Reconstruction, Transformation and Resilience Plan responds to the flagship initiative "Connection" described in the "Annual Sustainable Growth Strategy 2021". It is a cross-cutting component, where all the reforms and investments related to digital connectivity and 5G that will be carried out in Spain under the Recovery and Resilience Mechanism are concentrated.
In this context, the General Directorate for Digital Policy is launching the following line of aid:
- UNICO Program - Industry and companies: These aids are framed within the Recovery, Transformation and Resilience Plan, who are "financed with European Funds - NextGenerationEU», within Component 15 through investment line number 2, which launches a line of aid to reinforce connectivity in industrial estates and logistics centers.
- UNICO Program - Social Bonus: These aids are framed within the Recovery, Transformation and Resilience Plan, who are "financed with European Funds - NextGenerationEU», within Component 15 through investment line number 3, which launches a line of aid for the issuance of digital connectivity bonds for economically vulnerable groups.
- UNICO Program - Buildings: These aids are framed within the Recovery, Transformation and Resilience Plan, who are "financed with European Funds - NextGenerationEU», within Component 15 through investment line number 4, which sets up a line of aid for the renewal of the Common Telecommunications Infrastructure (ICT) in buildings whose construction is prior to the year 2.000. This line of aid covers the following telecommunications services: radio broadcasting, digital television and broadband.
