Until July 5, social services centers will remain closed, except residences. As of that date, the social services centers will be able to resume their activity as the Ministry of Social Policies, Families, Equality and Fertility allows their reopening, establishing the specific conditions for the development of their work.

The Community of Madrid is going to update the regulation of activity and visits in socio-health centers, taking into account the special vulnerability of groups of older people and people with disabilities, with a new protocol that will come into force this coming Sunday.

The visiting regime will continue to be carried out by appointment, increasing the number of people who can come to be with their resident relative, since until now only one can go. The time of the visit will also be increased (for the time being, it has been kept at half an hour) and the frequency will be increased, given that previously the visits were generally limited to once a week.

In the field of Transport, the mandatory use of a mask is maintained for those over 6 years of age without exception (except in the cases established by Health) both in the transport of passengers and in the transport of goods. In public road passenger transport services dependent on the Madrid Regional Transport Consortium, the possibility of occupying 100% of the available seats is maintained, except for the row behind the driver in those vehicles that do not have a partition.

In areas enabled for standing, the occupancy reference is increased from 2 to 3 people per square meter. In any case, it is still remembered that people should keep the maximum possible distance from each other.

In private private and complementary private transport of people in vehicles with up to 9 seats, the obligation for all passengers in the vehicle to reside at the same address in order to occupy all seats is eliminated and all seats are allowed to be occupied , instead of just two seats per row of seats.

In public passenger transport in vehicles with up to 9 seats (taxis and VTC), the limitation of two passengers for each additional row to that of the driver is eliminated and an occupancy of up to three people per row of seats is allowed, regardless of whether or not they live at the same address. The limitation that prevents occupying the co-driver's seat is maintained. In the case of goods transport vehicles, the maximum occupancy of the vehicle is allowed.

Regarding the public transport offer, a level of service is established at rush hour of 100% of the available offer which, in any case, will be adapted to the evolution of demand as established by the Regional Transport Consortium, following a report from the General Directorate of Public Health.

The City Councils, in the exercise of their powers, will be responsible for regulating the level of taxi service, in accordance with the existing health recommendations at all times and taking into account the considerations of the sector.

As for recreational pools -both private and municipal-. They will maintain, until further notice, a maximum capacity of 50% (the municipalities may regulate the occupation of the municipal ones), while the sports pools will have a capacity of 75%. As of July 6, the sports pools will have no capacity limit, while the recreational pools will continue with the same capacity restriction, keeping both in the stay areas the distance of 1,5 meters between their users.

Until July 5, non-federated and outdoor physical and sports activities can be carried out individually or collectively up to a maximum of 25 people at a time. In sports facilities and centers, also outdoors, these groups of 25 people cannot exceed 75% of the maximum capacity allowed. Afterwards there will be no capacity limit as long as the safety distance is respected.

From the entry into force of this order and until July 5 included, sports activities may be carried out in gyms in groups of up to 20 people, without physical contact and provided that 60% of the maximum capacity allowed is not exceeded. From July 6 and until the epidemiological situation advises it, this percentage will be increased to 75% percent and 25 people.

Access to the facilities and any movement within them must be done with a mask and no material will be shared. In the changing rooms, respect for the minimum interpersonal distance of at least 1,5 meters must be guaranteed.

The organizers of sporting events must have a specific protocol in the field of COVID-19.

Regional training sessions, competitions or events in sports facilities may be held with the public: until July 5, spectators will not exceed 75% of the permitted capacity and will remain seated and distanced at least 1,5 meters between them. As of July 6, there will be no limit in terms of capacity, although the safety distance will be maintained with a maximum attendance limit of 300 people for closed places and a thousand people for outdoor activities. Public attendance at professional soccer and basketball leagues is regulated by the Higher Sports Council.

The use of children's play areas in public spaces is again allowed. Both playgrounds and recreational areas, skate parks or similar open-air spaces for public use may be open as long as an estimated maximum capacity of one person for every four square meters on the premises is respected. However, children's recreational parks (ball park type) will not start their activity until the epidemiological evolution advises it.

Free time activities camps for children and young people are allowed (with 300 attendees outdoors and 75 indoors) and bathing in rivers, lakes and pools of fresh and untreated water is prohibited, as well as in the rest of the river areas, in the territorial scope of the Community of Madrid.

The Community of Madrid establishes in the approved Order that the recreational areas of the mountains remain closed, unless it can be guaranteed that 75% of the capacity is not exceeded, as well as the disinfection of picnic areas, fountains, etc. In addition, it will be possible to control access to car parks, rest areas and paths in the natural spaces of the region,

Active tourism companies will resume their activities guaranteeing compliance with security measures, either the minimum distance of 1,5 meters between participants or, failing that, the use of masks. As for the activities in interpretation centers or nature classrooms, the groups will be made up of a maximum of 25 people.

On the other hand, hunting and fishing are allowed as long as safety measures (distance or mask) are respected. The application for authorization of hunting activities with more than one participant must be submitted accompanied by a prevention and hygiene plan.

The regional government continues with the same recommendations as in the entire de-escalation related to personal hygiene. Thus, a minimum safety distance of at least 1,5 meters must be maintained and proper and frequent hand cleaning must be carried out.

All people over 6 years of age are obliged to wear masks, both on public roads and public transport as well as in outdoor spaces and in any closed space for public use or that is open to the public. In establishments, payment by card or other means that do not involve physical contact between devices will be promoted.

At work, the layout of the positions, the organization of shifts and the rest of the existing working conditions will be modified, to the extent necessary, to guarantee the possibility of maintaining the interpersonal safety distance of at least 1,5 meters among the employees.

In the case of services that do not allow the maintenance of the interpersonal safety distance, such as hairdressers, beauty centers or physiotherapy, the appropriate protective equipment must be used for the level of risk that ensures the protection of both the worker and the user. client, having to ensure in any case the maintenance of the safety distance.

The work centers must also make the adjustments in the organization of hours that are necessary to avoid the risk of massive coincidence of people. All employees will have to have water and soap, or hydroalcoholic gels or disinfectants permanently in the workplace.

The Community of Madrid wants the return to normality to be carried out gradually and with the maximum safety and prudence possible. In this sense, it appeals to the responsibility of each one of the people of Madrid to follow all the self-protection guidelines, mainly, the maintenance of the social safety distance, the use of the mask and the usual washing of hands, as well as other measures. sanitary hygienic.

This rule will be maintained until the Government of Spain declares the end of the health crisis situation caused by COVID-19 in a reasoned manner and in accordance with the available scientific evidence, following a report from the Center for the Coordination of Health Alerts and Emergencies. Also depending on the epidemiological evolution, the health authorities of the Ministry of Health may modify, suppress or extend actions.

Faced with this new scenario, all the ministries, coordinated from the Department of Health, have participated in the text of the new provision to order all the sectors that are affected by the coronavirus pandemic from prudence and also taking into account the economic interests of the region. 

The measures provided for in this order will be subject to continuous monitoring and evaluation through the Interdepartmental Commission of the Community of Madrid on the coronavirus established on March 11. The municipal and regional inspection services, depending on the sector of activity in question, will be responsible for monitoring compliance.

The Community of Madrid moved to Phase 1 of the Transition Plan towards a new normality, prepared by the Government of Spain, on May 25 and has remained in Phase 2 since June 8.
