Plan for the Reactivation of the Community of Madrid

The aim is to provide the offices of the Ministries with the necessary resources to facilitate the relationship between citizens and the administration, reduce the number of trips for procedures and offer citizens attention and a more comprehensive service.

The 360º Office project will revolutionize citizen care with comprehensive care:

• Multichannel appointment request
• Video consultation option, which will avoid unnecessary travel.
• And, when it is necessary to go to an Administration office, shift manager without contact through an APP.

During the summer a pilot test will be carried out in an office in the Community of Madrid and from September the model will be gradually implemented in the rest of the offices.

Likewise, the telematic presentation of documents will continue to be promoted, improving the electronic registry and promoting the digital identification of citizens so that they can interact with the regional Administration.

Additionally, a regulatory simplification process will be carried out to achieve greater legal certainty and simplify and reduce administrative burdens. In this sense, the Community of Madrid is already working on an ambitious simplification project with a double objective:

• Reduce and simplify the procedures that must be followed for the approval of a regulation in the Community of Madrid, which will make the Administration more agile and efficient.
• Review all the regulations that generate unnecessary burdens for the companies, that contain duplications or that need greater clarity in their wording.

BIM (Building Information Modeling) will be implemented in the Community of Madrid, a digital tool in which all the actors in the construction sector are present and which centralizes all the information of an architecture project. This with the aim of modernizing, simplifying and streamlining the relationship between companies and professionals with the regional administration.

Example: this tool would streamline the granting of licenses for the qualification of protected housing and building rehabilitation projects. Plan to reactivate employment in small municipalities: Through the Regional Investment Program (PIR), actions that involve the reactivation of the industrial and economic fabric in these municipalities will be prioritized.

The PIR (Regional Investment Plan) will be reformulated, modifying the lines of action to prioritize projects that involve the reactivation of the industrial and economic fabric of the municipalities.

Example: prioritize actions in industrial estates that imply an improvement in competitiveness, economic activation and employment.

The reduction of municipal bureaucracy will be promoted to speed up procedures for managing paperwork and creating companies that make life easier for citizens in their relationship with their municipalities. Example: Unification of the procedure for obtaining the building license and the activity license and opening to accelerate the start-up of economic activities.

A taxpayer service will be launched by non-face-to-face means for the preparation of tax returns through the appointment system, using the telephone or videoconference for this. Technicians will be able to provide this service through a remote access system from their own homes, also promoting teleworking.

The objective is to reduce face-to-face attention and leave it only for cases in which the taxpayer does not have basic computer means such as email.

For example, the prior appointment system will indicate to the taxpayer the documentation that is necessary to self-assess a regional tax; will allow it to be attached and, on the day of the appointment, by telephone/video call, the technician will contact the taxpayer to inform them of the amount of the self-assessment, resolve any doubts and manage the payment.

The sale of 193 plots located in 20 municipalities of the region, which are ready to build, will be put out to public tender. These plots have a global area of ​​close to one million square meters and a market value of approximately 256 million euros.

With this initiative, 66 plots for offices and commercial and hotel uses, among other uses, will be made available to the different economic operators; 41 plots to be used for industrial use, that is, factories to obtain and transform products, transport and distribution, etc.; and 86 plots for housing construction, both free and protected.

This measure will attract investment to the region, promote the development of different sectors of economic activity, create jobs, achieve a drop in prices by offering land to the market and continue building affordable protected housing for families.

It is intended to improve citizen services, simplify subsidies and the payment of municipal taxes. Also, responsible declaration instead of urban licenses.

The Community of Madrid will make procedures more flexible, reduce unnecessary administrative burdens and deadlines with the consequent benefits for both citizens and economic activity.

A regulatory flexibility plan will be promoted in the environmental area to reduce interventionism and administrative procedures that, on many occasions, represent obstacles for economic activity and the day-to-day life of citizens, freelancers and companies.

To give an example, the Forestry and Nature Protection Law will be modified to allow minor domestic wood harvesting to be subject only to a responsible declaration and, also, procedures in relation to the Environmental Evacuation Law will be simplified. The objective is to reduce unnecessary administrative burdens and deadlines with the consequent benefits for citizens and economic activity.

The most notable measure in social policy refers to the provision of 20 million euros for the most vulnerable groups, including people with disabilities, for social entities that care for the most vulnerable people in the Community of Madrid and who have been affected due to the COVID-19 crisis.

The Community of Madrid will invest 840.000 euros in undertaking different actions on the EducaMadrid platform to meet the new needs arising from the generalization of distance teaching, by reinforcing the existing infrastructure, the development of new technological tools (integrated videoconference system, developments for the adaptation of virtual classrooms at all educational levels, etc.) and acquisition of computer equipment.

Also, a specific reference center for distance Vocational Training will be created to respond to the challenge of generating, disseminating, connecting and sharing knowledge, promoting a teaching model based on personalization and support. In this way, the aim is to improve the professional qualification of people, especially adults, and extend the Vocational Training offer to the maximum and facilitate access to all citizens under equal conditions. More than 8.000 students from public schools will benefit each year from it.

Likewise, specific actions will be launched in Vocational Training centers, actions that intensify learning activities that allow the acquisition of professional management and entrepreneurship skills. Thanks to this initiative, more than 60.000 young people will have practical business experience before completing their Vocational Training.

The Community of Madrid will assist and finance research projects with 8 million euros aimed at improving the treatment of the disease, the diagnosis and clinical management of patients and those affected, and contributing to the design, development and implementation of effective measures against the epidemic.

These projects already have the favorable evaluation of the Carlos III Health Institute, and are, without a doubt, an example of the brilliant talent and positioning of our researchers and the magnificent research capabilities of the region.

This investment is an unequivocal sign of the support of the Community of Madrid for the public research ecosystem, which will allow the region's leadership in biomedical and socio-health research to be strengthened.

Guarantees for freelancers and tourist SMEs in the accommodation sector, travel agencies and tourist intermediation companies.

With the entry of the Ministry of Culture and Tourism into the fund of technical provisions of Avalmadrid with 13 million euros, we managed to generate guarantees for the tourism sector for more than 140 million euros. It is the immediate way to inject liquidity into 2.033 tourist accommodation, as it is a key sector for the Community of Madrid.
