Business Accelerator Program

The maximum amount of aid is €100.000. 70% of the aid will be allocated to capital expenditures and 30% to current expenditures to finance business acceleration services (mentoring, intensive training, support in finding financing or developing networks).

Professionals registered in the Special Regime for Self-Employed Workers and SMEs and micro-enterprises may be beneficiaries, as well as natural persons with the commitment to establish themselves as companies or self-employed upon receiving the aid.

They must belong to the Cultural and Creative Industries sector, developing an economic activity linked to one of the phases of the Cultural and Creative Industries (CCI) value chain: creation, production, distribution, exhibition or commercialization.

The beneficiaries may only be those who have permanent tax residence in Spanish territory. Likewise, the beneficiaries must carry out their economic activity in the Community of Madrid.

The extract of the call has been published on Monday, February 13, 2023. In this sense, the period for receiving projects opens on Tuesday, February 14 and from this date, interested parties have 20 business days to submit applications.

Applications will be submitted exclusively by electronic means, in the Electronic registry of the Community of Madrid or in the other records provided for in Law 39/2015 of October 1.

Applications must be submitted in the standardized model provided in the call and will be accompanied by the required documentation:

• Documentation related to the identity of the applicant.
• Deed of incorporation of the company.
• Identification of the person involved.
• Supporting documentation or declaration of compliance with tax and Social Security obligations.
• Acceptance of the transfer of data between the Public Administrations involved.
• Responsible declaration regarding the commitment to comply with the transversal principles established in the PRTR.
• Declaration of absence of conflicts and interests, including the commitment to fight against fraud and all anti-fraud measures.
• Responsible statement that the so-called principle of not causing significant harm to the environment has been respected.
• Declaration of aid received or requested for the same project.
• Technical Report, with the definition, description and development of the project.
• Economic Report, with the detailed budget of the investment, including the amounts without VAT.
• Document accrediting the degree of commitment between the applicant and the entity planned to carry out the acceleration process.

The aid covers up to 80% of the budget. The remaining 20% ​​will have to be covered with own resources and other sources of public or private financing.

Advance payment of 100 percent of the aid granted will be made, after the award, and prior presentation of endorsement or guarantees.

Yes. They are incompatible with co-financing through other European Union structural funds, provided that both aids are intended to cover the same costs, in accordance with the provisions of article 9 of EU Regulation 2021/241.

They may be compatible with the perception of others for the same purpose granted by other public or private entities. When the aid granted under this measure is accumulated with other compatible aid, the intensities of the maximum aid indicated in the Guidelines or in the applicable Block Exemption Regulations will be respected, and in any case the provisions of article 8 of the Regulation (EU) 651/2014.

The maximum score that a project can achieve will be 100 points. To obtain the aid, it will be necessary to achieve a minimum of 50 points.

• Adequacy of the project to achieve the aforementioned purposes: up to 15.
• Originality, singularity and innovative character of the project: up to 15 points.
• Technical, economic and budgetary feasibility of the project: up to 40 points.
• Technical and organizational solvency of the entity: up to 15 points.
• Carrying out the project or a significant part of the activity (75%) in priority sectors, territories or areas of activity for the Community of Madrid: Up to 10 points.
• Incorporation of measurement and evaluation tools of the different impacts of the project: cultural, economic, social, demographic, territorial, quality of life, environmental sustainability and others: up to 5 points.

If an applicant wants to resort to another agent, they can do so taking into account that the characteristics of the accelerating entity will be considered in the evaluation of projects, up to 25 points.

The accelerators adhering to the Community of Madrid program may accept or reject a project according to their own evaluation and project selection criteria.

The aid will be paid in full before September 30, 2023.

The first thing to remember is that the expenses related to the development of the project must have been made within the period from January 1, 2022 to December 31, 2026. In this sense, you can justify the aid until December 2026.

The projects and actions to be financed must be linked to the acceleration processes object of this call, through activities and actions of research, training, production, exhibition, distribution or commercialization; they also contemplate the possible synergies of the CCI sector with other economic and social spheres and sectors.

The activities subject to a subsidy within the framework of this call will form a joint part of the same project, which will include investment and mentoring, in the following terms:

Investment support: includes all those expenses that are strictly necessary for the development of the project, including digitization and application of new technologies, application of Big Data, adoption of sustainable development measures and any investment that reverts to the organization to boost its acceleration .

Accompaniment program for beneficiary projects and companies, which will develop an individualized acceleration plan that will include: training, mediation, incubation or mentoring in communication, internationalization or financing. Intervening, at least in the following thematic areas:

• Innovative business strategy with high growth potential
• digital innovation
• Business sales plans and typology mentioned
• Marketing plans
• Dynamics of exchange of experiences, good practices and networking
• Innovation management (industrial property, data protection, computer security, among others).
• Applied legality.
• Applied finance.

For the expenses related to the accompaniment program, the accelerator will invoice the beneficiary of the aid for the services provided.

General expenses may be eligible, if they are directly related to the subsidized activity and are essential for its proper preparation and execution, up to a maximum of 5% of the total project budget. Personnel expenses are considered general expenses.

Financial expenses, legal or financial advisory expenses, notarial and registry expenses, expert and administration expenses are eligible if they are directly related to the subsidized activity and are essential for its adequate preparation or execution.

Likewise, bank guarantee expenses may be subsidized.

Taxes are eligible expenses when the beneficiary of the subsidy actually pays them. In no case are indirect taxes considered eligible expenses when they are susceptible to recovery or compensation, nor are personal income taxes.

Indirect costs must be attributed by the beneficiary to the subsidized activity in the part that reasonably corresponds in accordance with generally accepted accounting principles and standards and, in any case, to the extent that such costs correspond to the period in which it is actually carried out. activity.

In no case will eligible expenses be:

a) Debit interests from bank accounts.

b) Interest, surcharges and administrative and criminal sanctions.

c) The expenses of legal proceedings.

The justification will be made by presenting a supporting account that will contain, among others, the following documents:

• Responsible declaration reflecting the amount of own financing that the beneficiary must contribute.
• Project memory
• Economic memory
• Proof of payment of the expense documents provided for the justification, which will be made by means of a photocopy of the document that proves it.
• Copy of the documents necessary to prove the expenses incurred for the development of the subsidized activity ordered according to the number given in the financial report.
• Statement communicating the granting or not of other subsidies, aid, income or resources from public or private entities for the same project to avoid double financing.
• Letter of payment or document justifying the reimbursement in the case of unapplied remnants and their interests.
